1. Western Australia’s 2023-24 financial year: stable with welcome upsides! New occupations added that need no job offer!
On Friday afternoon WA released its 2023-24 state nomination policy. The threshold submission requirements have remained largely stable, with four sectors added for priority selection, plus occupations that can apply for the Subclass 190 without a job offer! A few questions, however, are still to be resolved.
1. The threshold submission requirements for the General stream and the Graduate stream are unchanged, and the occupation list has not changed either. For General stream sch2, occupations in the building and construction industry sector can now be exempt from the job-offer requirement when applying for the Subclass 190.
2. For both the General stream and the Graduate stream, four sectors that can be prioritised have been added in third place in the invitation-selection order (with no ranking among the sectors themselves):
  • building and construction;
  • healthcare and social assistance;
  • hospitality and tourism;
  • education and training
First priority still goes to applicants settled in WA; second priority goes to applicants settled overseas or interstate.
3. Interstate and overseas applicants will be given the same invitation tier

Questions still to be resolved:
– Which occupations exactly does the building and construction industry sector include?
– Does “interstate and overseas applicants will be given the same invitation tier” mean interstate and overseas applicants will have real invitation chances this financial year?

WA state nomination submission requirements for the new financial year
General stream sch2, covering common occupations
– English of four 6s
– An occupation on the list with a skills assessment for the nominated occupation (accounting, engineering, IT, management, trades, project occupations and most other common occupations)
– No job-offer requirement at all for a Subclass 491 application; a Subclass 190 application requires a 6-month job offer in a WA local nominated occupation, while occupations in the building and construction industry sector can also be exempt from the job-offer requirement for the Subclass 190
– Interstate, overseas and in-state applicants can all apply
– No work-experience requirement for any occupation applying for the Subclass 190 or 491
Graduate stream for local graduates
– At least 2 years of qualifying study completed in WA, in either higher education or VET
– English of four 6s
– An occupation on the list with a skills assessment for the nominated occupation (accounting, engineering, IT, management, trades, project occupations and most other common occupations — even more occupations than the General stream)
– No work-experience or job-offer requirement for any occupation applying for the Subclass 491 or 190

WA’s invitation outcomes last financial year (for reference only)
190 invitations generally required an EOI of 65-85 (made up to 60-80 of your own points); 491 invitations required 65-85 points (made up to 50-70 of your own points). To find out the invitation scores for a specific occupation, please add our consultant
Invitations mainly go to applicants already in WA; once you move to WA and settle there from interstate or overseas, most occupations can secure an invitation quickly
– A small number of overseas invitations go to medical and nursing professions, or to applicants who were WA graduates and later moved away; invitations to interstate applicants are few and far between

Last financial year WA was one of the most favourable states on both points and submission requirements, but it remained unusually firm about inviting applicants only once they had moved to WA. This financial year we hope to see more direct invitations for overseas applicants in common occupations. That said, if you want the safest bet, moving to WA is the first choice. 2. Have the state governments received their nomination allocations yet? Not just yet
On Friday, someone shared that they had received a formal invitation email from the Canberra state government allowing them to proceed to the next step of lodging the visa — which generally means the state government has received its formal nomination allocation. By Sunday, however, this was the only such report seen across the whole community. Several of our clients who had previously received a formal Canberra nomination approval letter did not receive a similar email.
In addition, our WA manager phoned the state government on Friday afternoon, and they said they had not yet received their allocation.
Last financial year, Canberra issuing formal invitation emails advising applicants they could lodge their visa was indeed an early signal that the state government had received its allocation: on the afternoon of 9 August the state government sent out a large batch of notifications, by 10 August it was confirmed to have its allocation, and the other states followed by securing theirs. Is this year just a feint?

3. The Northern Territory couldn’t wait — it has begun issuing pre-invitations and processing nominations!
Before this week, only Canberra could be said to have launched its new financial year’s state nomination programme, issuing a fair number of Matrix invitations and processing nomination documents ahead of time. Tasmania issued sporadic pre-invitations that soon dried up. This week the Northern Territory joined the “advance party” — we have clients with MINT and a nominated occupation of Chef who have received one
An introduction to the NT MINT programme:NT MINT investment amount is rising!
NT international graduates can generally secure a Subclass 190 through state nomination, with no job-offer or work-experience requirement, and the points are not fiercely competitive.
The Subclass 491 is mainly reserved for overseas applicants (the 2023-24 policy is expected to remain stable)
NT Subclass 491 — 2022-23 financial year policy
– English meeting a minimum of four 6s (PTE accepted)
– An EOI score reaching 65 points
– Settled overseas
– An occupation on the list with a skills assessment
– At least one year of relevant work experience in the nominated occupation
You can use the priority occupation stream (priority occupations include: accounting and various ICT engineering occupations, conference and event organisers/contract administrators, design, and vocational training teachers),the regional relative stream, and the job-offer stream (all occupations on the federal migration occupation list can apply)

4. Subclass 491-to-191 processing is now in full swing, with grants on three consecutive days!
This week the Subclass 491-to-191 grants are no longer a mystery — from 8 to 11 August there were multiple successful 191 conversions granted, now confirmed for certain! Most of those seen so far were lodged between December 2022 and March 2023. A round-up of most of what we have seen is as follows:

Congratulations to the many Subclass 491 applicants whose hard work has finally paid off and who now hold their PR visa. With the 491’s zero-income requirement now confirmed, more overseas applicants, or those who would rather not compete on points, may consider switching to the 491 to at least secure their footing first. Judging by last financial year’s policy, the more recommended 491 streams are Canberra (overseas), the Northern Territory (overseas), WA (onshore) and NSW (overseas and onshore), and points are expected to be a little more competitive than last financial year as applicant numbers grow.
