No study abroad needed — secure PR directly! Which offshore occupations are easiest to migrate with this financial year? Which pathway takes low points? How can you reach permanent residency in one step using your current job and qualifications?

One month into the new financial year, and the state quotas still haven’t landed (we’re still waiting…)Canberrafired the opening shot back in mid-July with its own“talent grab”, once again issuinglow-pointsinvitations — and68% went to offshoreapplicants!

Without a doubt, Canberra has become the destination of choice for a growing number ofoffshore skilled-migration applicants. Today we’ll talk throughwhich occupationsare best suited to Canberra’s offshore applicants, and how you can secure PR — or “provisional” PR — directly,with no study required!

Uses its own points system — just 65 points on the EOI is enough


First, to reiterate: Canberra has its own independent Matrix points system, and its scoring criteria are completely different from the Department’s EOI points system. As long as you reach 65 points on the EOI (including state-nomination points) and meet the Matrix system’s minimum invitation score, you can be invited successfully. This means applicants don’t need to grind out a high EOI score — you only need a Matrix score high enough to be invited!

First round of the new financial year

Subclass 491/190 — a wide range of occupations invited from Matrix 55/65


In the new financial year’s opening round, a wide range of Subclass 491/190 occupations were invited from a Matrix score of 55/65. What does that score actually mean?

Here are two examples:
Ms A:
Undergraduate degree obtained in China,7+ years’ work experience in events marketing at a travel agency,never studied in Canberra and only holidayed there for a week,English at just 4 x 6. Through the“Conference and Event Organiser” skills assessment, she could apply for a Canberra Subclass 491 directly from offshore — “provisional” PR secured!

Mr C:
Diploma in electrical engineering and automation obtained in China, 5+ years’ experience in electrical engineering drafting, English at 4 x 7. His wife works in accounting and has a skills assessment. Through the“Electrical Engineering Draftsperson”skills assessment, Mr C could apply for a Canberra Subclass 190 invitation directly from offshore — and he and his wife secure PR in one step!

What sort of profile gives you the best chance?


Drawing on the two examples above, in short:
1. As long as you hold a valid skills assessment with a reasonable amount of work experience (in an occupation on Canberra’s list) and an English score of 4 x 6, you have a chance at “provisional” PR!

2. On top of that, English, qualifications and a partner all attract additional points — especially apartner. Unlike EOI scoring, Canberra’s Matrix scoring awards no special points for being single, sohaving a partner actually opens up more points.
Bear in mind that, for offshore applicants, Canberra’s Matrix scoring previously required 4 x 7 on both the Subclass 190 and 491 pathways. Now the Subclass 491 pathway needs only 4 x 6, and the occupation list has been broadened further.

3. More importantly, for offshore applicants,offshore and onshore applicants sit in two separate invitation streams,so there’s no question of competing against each other. Some offshore applicants have even secured an invitation in as little as a week!

For offshore applicants, the threshold keeps dropping — especially for the Subclass 491, where the English requirement has fallen to the minimum bar for skilled migration. Which occupations are most likely to get a low-points invitation?


The first round of the new financial year again featured a large number of low-points invitations. We’ve selected some of the popular occupations that have consistently received stable, low-points invitations over recent rounds. The minimum Matrix invitation scores for Canberra’s first round of the new financial year are as follows:

Marketing: Conference and Event Organiser
Matrix 50 (491), 65 (190)

Engineering: various engineering draftspersons, including civil / electrical / mechanical engineering draftspersons
Matrix 55/60 (491), 65/75 (190)

Design: graphic design / web design / multimedia design
Matrix 55 (491), 65 (190)

Hospitality: Restaurant Manager / Hotel Manager
Matrix 55/60 (491), 65/75 (190)

Coaching: swimming / tennis / sports / equestrian / gymnastics coaches and the like
Matrix 55 (491), 65 (190)

Other occupations: English teacher, copywriter, journalist, real estate agent (491 only)
