Approvals for the Subclass 491 are currently very slow, and the Subclass 489 is in an even more difficult position (as of the end of January 2022, there were 21,934 pending applications in the 491 state-nominated category, with 4,632 Subclass 491 visas granted in the first seven months of the 2021–22 financial year, against an original 491+494 annual quota of 11,200) — but that has not stopped this pathway from becoming an increasingly dominant trend; the number of people taking this route, whether already visa holders or still waiting for a grant, will only continue to grow.
