Tasmania’s First Seminar of the New Financial Year | 20% of the Allocation Already Used! Invitation Priorities Updated Again – Are the “Gold” and “Green” Streams About to Heat Up? The State Government Is Also Encouraging Employer Sponsorship…

On the morning of 30 August, the Tasmanian Governmentheld its online seminar as scheduled. The session covered the total allocation for the financial year, how the allocation has been used so far, processing progress, the arrangements for the year ahead and the order of priority for invitations. The key takeaways are recapped below:

Tasmania’s total allocation for FY23-24


2023-24 financial year, the total allocation Tasmania received was:1200,of which:190  allocation:600491 allocation:600 State official Martin  noted that the allocation was far below expectations and that the Government would work hard to find ways to address the shortfall.


Tasmania is not alone – every state’s allocation has been cut by 70% . The cuts are largely intended to work through the visa backlog created by the previous financial year’s mass grants.

Current usage of the 190/491 allocation

The situation is tight: invitations have only just begun, yet 20% of the allocation has already been used.
As at 29 August 2023:
Combined 190/491 allocation: 1,200; used: 272; remaining: 928

Subclass 190 allocation: 600; used: 170; remaining: 430
of which, applications already lodged but not yet finalised (including invitations issued but not yet accepted, and applications still awaiting a decision): 33    

Subclass 491 allocation: 600; used: 102; remaining: 498
of which, applications already lodged but not yet processed (including invitations issued but not yet accepted, and applications still awaiting a decision): 80

In addition, the Government pointed out that: there are currently 842 active ROIs in the Gateway system, comprising 486 for the 190 and 356 for the 491. It is easy to imagine just how fierce the competition for state nomination will be this financial year.

How invitations will be released in FY23-24

With the allocation in short supply, the Government also released its schedule for issuing places this financial year, confirming that only 28 pre-invitations will be issued each week (14 each for the 190 and 491) through to May 2024.

The Government is currently receiving 70-100 new ROI submissions each week, of which 30-35% are Gold Stream and Green Stream applicants. Green Stream applicants can expect to be invited within eight weeks, and the Government hinted that even the Green Stream is now competing on the number of “Attributes” – so applicants need to strengthen their own competitiveness.

Invitation priority tiers

Given the intense competition, the Government also highlighted the priority attributes for the Gold and Green Streams, along with the additional factors it considers:
Gold Stream and Green Stream priorities:
– Occupations on the Critical Roles List (particularly in the health and infrastructure sectors) have a better chance of being invited
– The occupation is on the TOSOL occupation list and matches the skills assessment
– More than 15 months of work relevant to the skills assessment
– The occupation is related to the field of study
– The applicant is a doctoral (PhD) student
– Offshore applicants (places for offshore applicants are very limited; only offshore applicants holding an offer from a local Tasmanian employer are currently considered)

Additional factors:
Where applicants are otherwise equal (whether Gold, Green or Orange Stream applicants), the Government has indicated it will give additional weight to an applicant’s:
1. Salary (whether it exceeds the median salary level or the TSMIT income threshold)
2. Length of employment
3. Length of residence in Tasmania
4. English language ability

Mistakes void an invitation – and you go back to the queue
The Government stressed that where an invitation is invalidated for any reason (for example, errors in the points claimed in an EOI, or expired supporting documents), there is no opportunity to make corrections.If the invitation is void, the applicant must lodge a fresh ROI and wait to be invited again.

How to secure your PR when you lack competitiveness


During the seminar, the Government also kindly offered a few friendly tips for applicants who lack competitiveness:
1. Build your own competitiveness – holding work relevant to your skills assessment is the surest path to PR
2. Applicants who lack competitiveness are advised to consider:
(1). Applying for a post-study work visa (Subclass 485) to extend their stay in Australia, gain more work experience and wait for opportunities in the next financial year
(2). Employer-sponsored options such as the 482/186/494, including regional employer-sponsored visas




In summary: it is not hard to see that the Government’s advice comes out of genuine necessity. Still, with state nomination allocations slashed across the board, employer sponsorship remains robust and is genuinely a solid Plan B.
