Introducing Manitoba
Manitoba is one of Canada’s three Prairie provinces. Located at the heart of the country, it is a major transport hub with excellent connectivity nationwide. The province enjoys four distinct seasons — cold winters and warm summers — and is one of the sunniest provinces in Canada, earning it the nickname “Canada’s Sunshine Capital”.
Manitoba has a continental climate and is one of the sunniest provinces in Canada. In the provincial capital, Winnipeg, summer temperatures sit around 25~26℃, while winter temperatures can drop to as low as 30℃. Local Chinese residents often call it “Canada’s Harbin”.
Policy Overview
Manitoba’s study-to-migration pathway is aimed mainly at middle-to-upper-income families. As the first province in Canada to launch a provincial nomination programme, Manitoba — with its relaxed application requirements, quality education resources, affordable cost of living and housing, and well-established Chinese community — has attracted and helped a large number of new migrants come here to study, work, migrate and settle.
Canada offers a wide range of migration pathways. Some require applicants to disclose the full asset holdings of a business they operate (such as the various provinces’ entrepreneur migration streams); some require fluency in English/French (such as the federal Express Entry skilled migration programme); and others require applicants to have reached a certain level of seniority in a specific industry (such as Saskatchewan’s in-demand occupations stream). For most people back home, however, who typically hold only a diploma or bachelor’s degree, whose English is usually at College English Test (CET-4) level, who are reluctant to take on investment risk, or whose occupation has never been on Canada’s in-demand list — these routes aren’t always a great fit. That’s why we’re introducing this “indirect” pathway: using study to gain a deep understanding of life in Canada, with the ultimate goal of migrating there. Among all these pathways, Manitoba’s combined criteria (covering length of study, qualification requirements, language requirements, work experience and other factors) are the easiest to meet.

Programme Advantages
1. Low Entry Requirements, No Language Prerequisite
Graduates of senior secondary school, secondary vocational school and technical/vocational high school, as well as college and bachelor’s degree graduates, are all eligible to enrol; an IELTS score of 6.0 is required, and if you fall short you can start with an English language course, with dual admission into both the language programme and your chosen major.
2. High-Skill Programmes with Strong Qualification Value
Courses combine theory with practical skills, and graduates receive a diploma from an accredited public college that is recognised in both China and Canada.
3. End-to-End Study, Work and Migration Pathway with Access to Benefits
Skills training + work permit + Canadian migration status. Once you gain migration status, you can transfer your credits to a university to continue your studies, paying the same low tuition fees and receiving the same student subsidies as Canadians — saving tens of thousands of dollars in study costs.
4. Courses Aligned with Manitoba’s In-Demand Occupations — No Job-Hunting Worries After Graduation
The programme closely tracks employment demand, with all courses aligned to occupations Manitoba urgently needs. Manitoba also consistently has one of the lowest unemployment rates in Canada, at just 3%, while graduate employment reaches as high as 96.1%. Skilled technical talent remains in short supply across Canada, which is why more and more international students are choosing to study technical majors at college level.
Manitoba Life: Clothing, Food, Housing and Transport
Clothing —Bring enough clothing — petite students in particular are advised to pack extra, since Western sizing tends to run larger. Bring cold-weather gear such as thermal/fleece-lined pants, a down jacket and snow boots (you can also consider buying winter clothing locally in Winnipeg once you arrive).
Food —Living costs are effectively open-ended, but as a general guide, international students typically spend at least CAD $1,000 a month on living expenses.
Housing —Housing in Winnipeg is relatively affordable on average. Rental prices are usually quoted monthly and include all utilities — Wi-Fi, heating and electricity.
Transport —Cost: $20 ~ $100/day, insurance: $2 ~ $4/day (you must present your driver’s licence when renting a car, and have it notarised in advance. Popular rental companies include Enterprise www.enterprise.ca/en/home.html, Hertz www.hertz.com, National Car Rental www.nationalcar.ca)
Manitoba’s study-to-migration programme has now been running steadily for well over a decade. It’s important to understand that Manitoba has a significant labour shortage — and as long as that remains the case, its migration policies are likely to stay comparatively relaxed. Manitoba’s study-to-migration programme has long been one of our strongest offerings, and institutions such as the University of Manitoba, the University of Winnipeg, Red River College and Manitoba Institute of Trades and Technology are among our clients’ most frequently chosen schools, with very high admission rates.
