On the morning of 22 Marchthe Tasmanian Government held its first online seminar of 2023 — and also the first information session since the state government’s new submission system began issuing invitations steadily!

Invitation times are now fixed and will remain so
The state government has advised that invitations will now be issueduniformly every Friday, so anyone who has already submitted an ROI should check their inbox each Friday to see whether they have been invited.
State nomination continues until the end of the financial year
The state government has advised that, throughout this financial year, it will continue to accept new ROI applications, and will also keep issuing quota until the quota is exhausted or the financial year ends.
State Official: Quota Will Increase in the New Financial Year!
The state official presenting this session, Martin Andrews, advised that the quota will increase in the new financial year (FY23-24). Given that confidence, we’ll just have to wait and see.
Gateway System Optimised and Upgraded — You May Consider Resubmitting Your ROI
The state government recently optimised and improved the Gateway system. Applicants who have already submitted an ROI but still hadn’t received an invitation by March are advised to resubmit their ROI.
The state government has made clear that it does not issue invitations on a “first come, first served” basis — the weighting still rests on each applicant’s competitiveness.
An ROI is valid for 6 months. Applicants who have not been invited within the six months from the moment of submission need to resubmit their application.
Quota Is Weighted Equally Across the Different Streams
The “Working Stream”, “Graduate Stream” and “Long-term Residency Stream” carry equal weighting when quota is issued. The state government’s criterion has from start to finish been to give priority to competitive applicants.
How the High-Income Attribute Works — A Detailed Breakdown
Government officials once again made clear that:
– An applicant’s salary income includes:Wages, Penalties, Commissions and the like
– An applicant’s salarydoes not includeAllowances, Bonuses, Overtime, Scholarships, and Reimbursements.
– If the applicant is in part-time employment,it is calculated using the hourly rate, excluding overtime.
– If the applicant is in casual employment, the 25% casual loading rate must be deducted.
– An applicant’s annual or hourly salary cannot be combined by adding together the pay from multiple jobs
Overseas Applicants’ Job-Offer Stream Prioritises Health and Medical Occupations
An overseas applicant whose occupation is related to Health and Allied Health Professionals, and who has secured in Tasmania a job offer relevant to their nominated occupation (the employer must have operated in Tasmania for at least 12 months), can apply for Tasmania’s Subclass 190/491.
Furthermore, if the applicant chooses to apply for Subclass 491, the state government will also proactively grant Subclass 190.
Health and Allied Health Professionals include, but are not limited to,
Nutrition Professionals, Social Workers, Medical Technicians, Registered Nurses, Occupational Therapists, Pharmacists and so on.
ROI Submission Tips Revealed
– If the applicant’s job or the business they operate is on the Exclusions list, they cannot select the Employment attribute
– Applicants on the TOSOL occupation list need to check whether their occupation meets the requirements set out in the TOSOL caveat. If it does not, they cannot tick the Gold and Green Pass, but may instead tick the ANZSCO 4-5 role.
– If the applicant’s family member lives interstate, they cannot tick the “Close family living in Tasmania” attribute.
Q&A
Q1. Can I submit more than one ROI?
No. Each applicant may submit only one ROI. If you submit duplicates, please withdraw them promptly. If you cannot withdraw an ROI you have already submitted, email the state government and they will help cancel it.
Q2. If I’ve already submitted an ROI, can I still make detailed enquiries with the state government?
Yes. Anyone who has already submitted an ROI can email the state government — remember to attach your ROI application number (e.g. ROI-032023-064341) (a point Martin emphasised clearly) — to make enquiries with the state government.
Q3. Do they accept interstate applicants or applicants holding remote jobs?
No. At present the state government will not consider accepting applicants who work or live interstate.
Local applicants who hold a remote job cannot claim the Employment attribute.
