Queensland updated its policy this afternoon. A cut to the quota usually means policy tightens — but Queensland’s policy has actually loosened instead.

– The Overseas Pathway is still here and covers a large number of common occupations

– The Onshore Worker Pathway lowers its language, EOI and nominated-occupation work-experience requirements

– Queensland graduates in every field of study now have a chance to apply for Subclass 190 and 491

Below we set out the new policy for each Queensland state-nomination pathway in detail.

Queensland is still divided into the Graduate, Local Worker and Overseas pathways, plus a special Small Business Owner (SBO) stream that applies to 491.

Queensland Graduate Pathway

The biggest change: every field of study now has a chance to apply for Subclass 491 and 190

Basic requirements:

– The programme is 100% completed in Queensland

– Graduated within the past two years

– English of four 6s

– Uses the Department of Home Affairs occupation list; 75 EOI points for Subclass 190, 65 for 491

Requirements vary by qualification, as follows —

Bachelor’s graduates:

– A GPA of 6 or above qualifies for the Subclass 190 pathway

– A GPA of 5 or above qualifies for the Subclass 491 pathway

– Employment in a Queensland nominated occupation, or in an ANZSCO Skill Level 1 occupation, of at least 30 hours per week (i.e. full-time)

Master’s graduates not in STEM or agriculture

– A GPA of 6 qualifies for the Subclass 190 pathway

– A GPA of 5 qualifies for the Subclass 491 pathway

–Employment in a Queensland nominated occupation, or in an ANZSCO Skill Level 1 occupation, of at least 30 hours per week

Master’s graduates in STEM or agriculture

– No GPA requirement for either Subclass 190 or 491

-Employment in a Queensland nominated occupation, or in an ANZSCO Skill Level 1 occupation, of at least 30 hours per week

STEM and agriculture graduates can contact a consultant for full details

PhD or Doctorate graduates

– A positive thesis outcome

– No work-related requirement

Queensland Worker Pathway

The biggest change: the language requirement for Subclass 190 drops to four 6s, the EOI score drops from 80 to 75, and the work-experience requirement drops from 6 months to 3 months.

Applying for Subclass 190:

–An EOI score of at least 75, or at least 70 for trade occupations

– Uses the Department of Home Affairs occupation list

– English of at least four 6s (unless registration or licensing for the occupation requires more)

– At least three months of full-time work experience in the nominated occupation in Queensland, plus a full-time job offer in the nominated occupation for the next 12 months (30 hours per week). i.e. 3 months of work experience plus a further year of ongoing work

Applying for Subclass 491

–An EOI score of at least 65

– Uses the Department of Home Affairs occupation list

– English of at least four 6s (unless registration or licensing for the occupation requires more)

– Currently in full-time work in the nominated occupation in regional Queensland, plus a full-time job offer in the nominated occupation for the next 6 months (at least 30 hours per week), i.e. employment in regional Queensland plus a further half-year of ongoing work

Accounting, chef/cook, and internal/external auditing carry additional or more specific requirements — please contact a consultant for details.

Overseas Applicant Pathway

Applying for Subclass 190:

–An EOI score of at least 75, or at least 70 for trade occupations

–Uses Queensland’s list, the QSOL

– English of at least four 6s (unless registration or licensing for the occupation requires more)

– Meets the work-experience requirement for the occupation, which for most occupations is 3, 4 or 5 years

Applying for Subclass 491:

–An EOI score of at least 65

–Uses Queensland’s list, the QSOL

– English of at least four 6s (unless registration or licensing for the occupation requires more)

– Meets the work-experience requirement for the occupation, which for most occupations is 3, 4 or 5 years

The only difference between the 491 and 190 entry thresholds is the EOI score.

Better policy

but it comes down to how invitations are issued

Queensland has 900 places for Subclass 190 and 650 for 491 this year — not a large allocation among the states. The policy is genuinely more favourable than last year, though: as the only state that underperformed last financial year, Queensland may be keen to prove its goodwill.

The 65/75-point thresholds and the four-6s language requirement are not high across any of the pathways — Queensland is clearly placing more weight on employment and work experience.

That said, the above are only the lodgement requirements. With places limited, much will depend on how the state government issues invitations — and the actual invitation cut-off scores will only become clear once invitations have gone out.
