
This morning we attended the Tasmania 25-26 FY New-Policy Briefing, which focused on additional detail and an overview of this year’s state-nomination position.
25-26 FY state-nomination quota
As of today, 14 October, Tasmania has still not confirmed its final quota, and only a small amount of interim quota is currently available. Yesterday, news came from Western Australia that their quota this financial year has been reduced from 5,000 to 3,400. In the WA Premier’s letter to the Prime Minister, it was further noted that the total state-nomination quota across all states has been reduced from 26,260 to 20,350 — an overall reduction of 5,910.
During today’s meeting, Tasmania also indicated that they expect to receive fewer places this year than last year, but the reduction will be less than WA’s 30%. They are still negotiating with the Commonwealth to secure more. They expect to receive the full state-nomination quota in the coming weeks.
Before the full quota is received, only a very small number of ROI pre-invitations will be issued, and no formal nominations will be made.
Regarding WA — a reduction of approximately 1,600 places is expected
Reduced from 5,000 last year to 3,400. The WA Premier has personally lodged a protest with the Prime Minister.
The total quota across all states has been cut from 26,260 to 20,350, which means the remaining states still need to absorb a further reduction of 4,310 places.
Putting all of this information together: each state has already been informed of the first version of its state-nomination quota, but the state governments are not satisfied. The more proactive states are pushing the Commonwealth for more places, and the two sides are currently in a stand-off.
Do I need to resubmit my ROI this year?
This is a question many people have been asking. The state government has not mandated a resubmission, but this year’s system has changed significantly. Today the state government gave a consistent response:ROIs lodged last year — because
there have been significant adjustments this financial year, we recommend considering a resubmission; otherwise the chance of being invited is remote.

– Different application pathways at the same priority level may have different ROI scores
-Green applicants can all receive invitations in the current financial year

– Possibly
3. Do offshore applicants need to lodge both an EOI and an ROI?
–– Other than the 190 offshore job-offer channel, the others require waiting for an invitation before submission of the ROI
4.12 months of ongoing employment cannot be met because the contract has ended or the company has closed down — will this affect the state-nomination application??
–– If there is a reasonable reason, it can be exempted
5. Will priority processing be given if my visa is about to expire?
–– If the ROI has not received an invitation, the likelihood of priority processing is very low; however, if you have already lodged your state-nomination application, you can notify the state government and priority processing may be possible
6. For non-profit organization package salary — can it be included?
–– Only the base salary
7. Last financial year’s ROI applications — how will they be processed?
– They will be processed according to the priority levels of the current financial year, but the chances of being invited in this financial year are very low
8.Individual support work at an Aged care — are qualifications and employment considered related?
–– It depends on the relevance of the course to the employment. For example, working as a handyman/ kitchenhand/ or cleaner at an aged-care facility would not be considered related
9.ROI processing — is it based on Gold/Green/Orange Plus/Orange priority for issuing invitations, or on ROI Scores?
–– Based on ROI scores, which means that Orange Plus applicants, if their ROI total score is higher than Green applicants, will receive priority processing earlier
10.Back pay — is it accepted?
–– Needs to start from the new pay onwards; it cannot be backdated
Submission details
–Taxi drivers and food-delivery riders cannot tick a work-related priority level
–Massage therapist requires a skills assessment and a personal health fund provider number in order to meet the basic application requirements for the employment pathway or to select a work-related priority level
–Early childhood teacher work at an child centre or a Kindergarten employment cannot claim the gold priority level
-$57,000/$28.85 per hour– All selected priority-level qualifying-period requirements must be met
–Remote work includes providing services or operating a business to other states or countries — it is not limited to Tasmania. If you meet at least 12 months of remote work and the residence requirements, you can apply via the TER pathway
–– Tasmania state-nomination small-business pathway: personal income of 85% TSMIT($65,037), the business must be profitable after paying personal income, and personal income must be evidenced via ATO income statement, bank-deposit records and payslips
–Post assurance will be conducted before the applicant’s visa grant — primarily to confirm whether the information submitted by the applicant for state nomination is truthful, particularly the information relating to the basic application requirements. If false/misleading information is identified, the state-nomination invitation may be withdrawn. In previous years there have been cases where an invitation was cancelled after it had already been received.
