WA is showing genuine commitment this financial year — competition is not fierce!

TodayVictoriareleased its fifth pre-invitation round for the financial year (details in the second article). It was absolutely another invitation shower, with commitment at full throttle — accountants and all kinds of IT/engineering occupations received invitations.

As the second-largest state with the second-largest city, plus the policy incentives this financial year, a certain level of competitiveness is needed —especially for in-demand occupations.

In the past few rounds, in-demand occupations receiving invitations all seem to have ‘a distinguishing edge’ —exceptionally high points (accountants at 100+5), for example unusually high salaries ($10K annual salary for IT), or years of local work experience (2+ years of relevant local work in Victoria).

So if you’ve been interstate long-term and nothing stands out, is there still an opportunity? Where is the opportunity? Can it come soon?

Quota & Releases

Transitional Quota VolumeAs we’ve said many times before,190 nominations rank second only to New South Wales/Victoria (ahead of Queensland), and 491 also sits third (ahead of Victoria).The final quota may even grow once released.

With this quota foundation, the state government has been generously issuing pre-invitations since the second month of the financial year.

In the first three rounds,the General stream available to interstate graduates issued 1,904 Subclass 190 and 2,308 Subclass 491 pre-invitations— more pre-invitations than the local student stream.

Q1. So many have already been issued — is there still quota left?
Yes, and plenty!
Victor learned from state government officials this week that despite the high volume of pre-invitations,the acceptance rate is very low(lodging a nomination application after receiving a pre-invitation), so the actual number of nominations issued is not large. When asked about invitation management for this financial year,they expressed confidence in maintaining a round of pre-invitations every third week of each month.

The next round is expected this week, with the invitation volume againin the thousands.

Q2. After each WA round, the specific occupations and points invited are published — concentrated in IT/engineering and accounting. Will those occupations run out of spots by the time I apply?
The major in-demand occupations do get relatively more, but returning to the quota and acceptance rate discussed above, it is expected thatthe likelihood of popular occupations being paused under review during the financial year is relatively low.

Of course, the sooner you apply, the sooner you’ll have peace of mind.

Q3. Given the low acceptance rate, will they lower the bar for interstate applicants?
Firstly, WA’s streams this financial year do not require residency in WA at the time of lodgement — it is simply that local state residency is given very high priority. Secondly, across the three rounds, only a small number of healthcare occupations for interstate residents were invited.

The state government indicatedthey are considering expanding to interstate residents, but now is not the right time,andfor most occupations, the points achievable locally are not low enough to warrant seeking higher-point applicants from interstate.

Victor analyses this and sees a hidden implication, namely thateven if the state government were willing to invite interstate applicants to nominate through WA, it would still come back to competing on EOI points, work experience, and so on.

As always,accountants/IT/engineers at 100 or 105 points have many options to choose from,but those at 75–90 points have no real advantage anywhere and don’t want to go back to the points race. So being in WA becomes your greatest advantage — good news could come quickly!

Proof of Local Residency

Alright, if I’m willing to go, how long do I need to live there before I can lodge?
After carefully researching the residency assessment process, Victor highlighted several key points:
– WA tends to preferseeing bills and receipts (such as a bond receipt) as residency evidence,Bank statements are not the primary requirement.If sufficient bills are available, a bank statement may not even be needed; conversely, if only a bank statement is provided, additional residency evidence is very likely to be requested.
There is no minimum residency duration requirement —in theory, once you arrive and have an address showing local residency, you can lodge. Subsequent moves within the state are also fine.

Part.1

Local international students are not yet filling the state nomination quota

From January to August this year, 33,261 international students were enrolled in WA — 6.04% of the national total. The transitional state nomination quota is 8,140 — 16.56% of the national total. That’s a margin of over 10%, the largest of any state.

Right now, quota is high and local students are few — leaving more opportunity for interstate graduates!



Part.2

The pool of Subclass 485 holders should not be large

In previous financial years, WA’s state nomination policy was relatively unfavourable, causing student numbers in other states to climb steadily while WA’s declined. The seeds sown in those earlier years have produced the result of relatively few Subclass 485 graduate holders now.


So once you arrive, local competition is comparatively light. Of course, how much interstate competition flows in depends on whether you’re among the first to seize this opportunity.

New student numbers are recovering under dual stimulus

Since last financial year WA’s policy warmed up, and this financial year borders are fully open again.Victor learned from the Perth Student Hub that there has been very strong interest in studying in WA recently,from both fully overseas applicants and those transferring from other states.


So whether interstate graduates will still have such a good opportunity next financial year or beyond may remain to be seen.
