2021.4.19-4.23 Latest Australian vaccine news
As of this Friday, 23 April,a total of 1,794,489 vaccine doses have been administered across Australia, with an average of 53,400 doses given per day over the past 7 days(compared with an average of 41,900 doses per day the previous week).
The federal government announced new rules this week: from May, people in Australia aged between 50 and 69 will be able to receive the AstraZeneca vaccine, while the Pfizer vaccine will be limited to people under 50.
The Health Minister said that, because of this new age split, Australia needs to make sure that people under 50 who are currently eligible – such as aged care workers, disability care workers, people with underlying chronic conditions, emergency services personnel and healthcare workers more broadly – have access to the Pfizer vaccine.

At 10am on 21 April, the Department of Home Affairs manually issued the final round of 189 invitations for the 2020-21 financial year. The number of invitations appeared to be fairly substantial, concentrated in less common engineering and medical-related occupations. The invitations we’ve collected are as follows:

The Department of Home Affairs’ official invitation round report won’t be published for a while yet, so we’ll only know the exact invitation numbers once it’s out,but based on what we’ve seen so far, accountants, ICT occupations, teachers and social workers have most likely spent the whole financial year waiting in vain. 2. Canberra updates its list — auditors, cooks and others return, 13 straight weeks of invitations
Canberra updated its occupation list this week, effective from 3 May 2021.The state government has stated that the occupation list is adjusted once every four months, with the next update expected in July/August. Quite a few occupations were added this time, and 6 occupations were removed. Among the newly added occupations, those most likely to represent new opportunities include:
Auditor
Finance manager
Cafe or restaurant manager
Recruitment consultant
Advertising specialist
Public relations professional
Architectural Draftsperson (an option worth considering for those whose Architect occupation was removed)
Web Adminstrator
ICT support Technicians
Cook (both Cook and Chef are currently on the list)
Accounting, QS, Marketing Specialist, Civil Engineering, ICT occupations, Nursing and most other commonly applied-for occupations remain on the list.

At the same time, the state government also updated the number of remaining state nomination quota places as at 20 April.210 places remaining for 190 nomination, roughly 70 per month; 260 places remaining for 491 nomination, roughly 87 per month.
Plenty of quota to go aroundThis week marks Canberra’s 13th consecutive week of issuing Matrix invitations, with 16 190 invitations and 65 491 invitations issued to general applicants:
Accounting:Lowest score to receive 491 was 100 points (lodged March 2021); 105 points for 190 (lodged December 2020)
Architect and Landscape Architects: lowest score to receive 491 was 65 points
Graphic and Web Designers: lowest score to receive 491 was 65 points
Civil Engineering:Lowest score to receive 491 was 60 points; 85 points for 190
Marketing Specialist:Lowest score to receive 190 was 100 points
ICT occupations 2611/2613/2621/2631/2632:Invitations were issued —the lowest score to receive 491 was 60/65 points, and the lowest score among those invited for 190 was 85 points
Chef (chef):Lowest score to receive 491 was 60 points
Registered Nurse:Lowest score to receive 491 was 60 points
3. ANZSCO occupation list set for an update — 2021 focus on three key areas
The ANZSCO occupation list, which hasn’t been adjusted since 2013, is set for an update. The Australian Bureau of Statistics has officially announced it’s working with a number of Australian government agencies to adjust the ANZSCO occupation list, with updates to a certain extent on the way,the 2021 updates will focus on agriculture, forestry and fishing, the cybersecurity industry, and marine and shipbuilding.After that,in 2021-22 the ABS will focus on considering updates to areas including engineering, construction and health.They will also look into a new method for setting ANZSCO, so it can keep pace with rapid changes in the labour market.
The ANZSCO occupation list serves a great many purposes,and for migrants and international students, the most direct and familiar use is the occupation code for a nominated occupation.What we usually refer to as the occupation code is the ANZSCO Code – every occupation has a corresponding ANZSCO Code, and occupations sharing the same first four digits belong to the same occupation group.
For example, take the common accounting occupations: 221111 is Accountant (General), 221112 is Management Accountant, and 221113 is Taxation Accountant – they all belong to the same occupation group, 2211.
The ANZSCO code also shows the different skill levels,the ones we commonly deal with are skill level 1-3; the most common category, Professional, falls under skill level 2, with an ANZSCO code starting with 2.
In reality, changes in the skill levels of different occupations in the labour market, and the emergence of new occupations, are the key reasons why people keep calling for the ANZSCO occupation list to be updated.
4. PM: aiming for home quarantine in the second half of the year, more entry places for non-PR/citizens
The federal government stepped up the vaccine rollout this week, with the Prime Minister saying Australia is in no rush to reopen its borders,but groundwork has already begun to get premiers and the public on board with allowing people who travel overseas for essential reasons – such as work, medical treatment or compassionate grounds – to home quarantine on return, with the timing tentatively set for the second half of this year,provided the vaccine rollout goes reasonably smoothly. If home quarantine becomes possible, it will greatly ease the pressure and constraints of hotel quarantine.That would allow overseas workers to come in, and could open the door for more of other groups (meaning, presumably, international students, tourists and skilled workers who aren’t citizens/PR) to enter in a highly controlled and safe manner.
Of course, there is still a long way to go before this is actually implemented. On one hand, a great deal of work is needed to make sure home quarantine runs just as effectively and smoothly as current hotel quarantine,and on the other hand, the states and territories need to be convinced, given how differently they’ve approached handling the pandemic,for example, the relatively less cautious NSW is busy planning a pilot for international students to return, hoping to bring back 250 people every two weeks in the second half of the year, while a more cautious state like WA has just gone into another 3-day lockdown.
