2021.5.17-5.21 Australia’s latest vaccine news
As of this Friday, a total of 3,472,874 vaccine doses have been administered across Australia. Over the past 7 days, an average of 70,300 doses were administered daily (up from an average of 51,700 doses daily the previous week). At the current rate, it will take more than 30 months to reach herd immunity.
NSW says it is now consistently exceeding its target of 60,000 vaccinations per week, with half of these completed at the Olympic Park vaccination centre. A further 25 Pfizer vaccination sites are being progressively rolled out, with 17 already open in regional areas taking bookings for the “40-49 age group”. Another 6 sites will gradually come online in June.

1. April visa processing speed update — clearing the “old backlog”
This week the Department of Home Affairs updated the visa processing speed data for the new month as usual. Just a reminder that processing speed refers to the waiting time for 75% and 90% of applications granted in that category for the month. Let’s look at the popular categories:
189 points-tested
75% within 17 months, 5 months slower than the last update; 90% within 25 months or less, 7 months slower
190 state nomination
75% within 13 months or less, 1 month slower; 90% within 16 months or less, 2 months slower
Over the past few weeks, 190 and 189 have taken turns seeing waves of grants, still mainly concentrated in the popular accounting, computer and engineering categories or other in-demand occupations, with most applicants waiting onshore, though some have secondary applicants offshore. Waiting times have lengthened (slowed) compared to before, and combined with grants seen in recent weeks for applications lodged as early as the start of 2020, this suggests both categories have recently been clearing the “old backlog” — good news for those who have been waiting longer.
491 regional state nomination
State government nomination stream, 75% within 9 months or less, 1 month slower; 90% within 12 months or less, unchanged
Family sponsorship stream, 75% within 8 months or less, 3 months faster; 90% within 10 months, 2 months slower
Compared with 190 and 189, 491 has yet to see a wave of grants — grants have only gone to a handful of in-demand occupations, and many applications lodged in early 2020 are still waiting… Perhaps, looking at the total backlog numbers, the Department feels 491 still has relatively fewer applications than 189/190…
408 Temporary Activity visa
The government-endorsed activity stream specially created under the pandemic: 75% within 4 months or less, 1 month faster; 90% within 6 months or less, unchanged. We’ve recently seen 408 processing speed up, with grants now taking roughly 2 months. Another reminder that the 408 pandemic stream has added eligibility for the tourism and service industries,For cafes and restaurants, and takeaway services, this covers the fast food chains we’re all familiar with (McDonald’s, KFC, Hungry Jack’s, etc.), the food courts you’d normally find in shopping malls, as well as mobile food vans, bubble tea shops and so on — workers in these businesses can all apply, with no application fee, and can apply within 90 days before their current visa expires and up to 28 days after.
2. Victoria issues this financial year’s final round of ROI invitations
For Victoria’s final round of ROI pre-invitations, we have nursing, social work and related professions, specifically:
ROI lodged 9 April 2021, Victoria 190 invitation received 21 May 2021(Social Worker-272511, 75+5)
ROI lodged 10 May 2021, Victoria 190 invitation received 21 May 2021(Registered Nurse (Mental Health)-254422, 80+5)
ROI lodged 6 May 2021, Victoria 190 invitation received 21 May 2021(Registered Nurse (Aged Care)-254412, 70+5)
ROI lodged 4 May 2021, Victoria 190 invitation received 21 May 2021(ICT Business Analyst-261111, 90+5)
And since this is the final round for this financial year,any ROI still sitting in the pool without an invitation will now receive a system-generated “declined” notice, and will need to lodge a new ROI in July of the new financial year(ROIs this financial year are lodged free of charge, and if not invited in this round, can remain in the pool). The state government will soon make system adjustments to reflect the specific status of each ROI in the portal.
Victoria previously published the latest state nomination data as at 31 April (the data as at end of May has not yet been published)
For 190, 6,421 ROI applications were received, and 1,326 formal nominations were issued
For 491, 1,056 ROI applications were received, and 269 formal nominations were issued
With two months left in the financial year, Victoria still has 1,174 unused 190 formal nomination places and 774 unused 491 places,so it’s highly likely that a substantial portion of Victoria’s state nomination quota for this financial year will go unused.
The new financial year isn’t far off now, so if you need to prepare early for a Victoria state nomination lodgement in the new financial year, please contact our customer service team below. Also, Victoria still favours healthcare and social work occupations — IT/engineering/accounting and others have seen the odd invitation, but most benefit from being in the medical/healthcare industry. If you’re a high-scoring ICT applicant on 90/95 points, we recommend quickly switching to NSW 190 this financial year!
TasmaniaThis week Tasmania held another online briefing session to introduce the latest state nomination processing situation — it has to be said Tasmania has made great progress this year on information transparency.
491 has 525 places remaining, with over 1,400 applications still awaiting results
190 has 326 places remaining, with over 290 applications still awaiting results
The deadline for lodging new applications remains 5pm on 11 June 2021, as time needs to be left for the state government to process them, with all applications planned to be finalised by 30 June. 190 will still aim to process all applications; if an application hasn’t been approved by 30 June, it will be closed and the application fee refunded. 491 will process as many applications as possible.
If you’ve already been refused this financial year, and your circumstances haven’t materially changed, the state government’s position remains “you can lodge a new application, but the outcome will most likely be the same” — so if your visa still has some time before it expires, focus on boosting your competitiveness.

Citizens and PR holders previously launched a call to the Australian parliament, asking the government to list parents as immediate family members eligible for a travel exemption to enter, or to make travelling to reunite with parents one of the grounds for a PR/citizen exit exemption,The petition closed this week at 11:59pm on 19 May, ultimately gathering 70,540 signatures. The petition will now be formally “tabled” in parliament, after which we wait for a response from the relevant minister — so a little more patience is needed.
188B investment amount rises from AUD 1.5 million to AUD 2.5 million
188C’s AUD 5 million investment amount remains unchanged, but the required proportion in venture capital or private equity funds increases
