Tasmania State Nomination New Policy — Complete Guide | Updated Occupation Lists and Critical Roles! Full Details Across All Streams Released, Applicants Now Placed Into Three Priority Tiers


After much anticipation, the full details of Tasmania’s state nomination new policy were finally released this weekend. Applications in the new financial year will be assessed under three priority tiers:GOLD, GREEN,ORANGE.


A day later, the state government issued a further update, adding:

① Which occupations qualify as Critical Roles

② The TOSOL list

③Overseas Skilled Occupation Profiles

④ Detailed requirements relating to employment, study, and skills


Here is a summary of the latest updates.


① Critical Roles that place applicants in theGOLD tier


Regardless of whether a local Tasmanian applicant applies through the Graduate or Employment stream, reaching GOLD (the first priority tier) requires at least three months of Critical Role employment in the past,while GREEN and ORANGE involve different assessment criteria depending on the stream.


– In addition tohealthcare and nursingroles, the most common occupations are inengineering — such as Civil Engineering, Electrical Engineer, Mining Engineering, Chemical and Materials Engineering, and Architecture,and so on;Social Workis also on the list.

② TOSOL list

-Primarily applies to the Employment stream

-You may need a skills assessment in your nominated occupation, and your employment must relate to the nominated occupation listed in the TOSOL to be eligible for the190 via the Employment stream

-Some occupation groups have additional employmentrequirements


For example, within the 2613 Software and Applications Programmers group,

if your nominated occupation is 261313 Software Engineer, employment as a 261399 Software and Applications Programmers nec may also be recognised as relevant. Additionally, all occupations within this group require the employer to have operated in Tasmania for at least 3 years.

-2212 Auditors, Company Secretaries and Corporate Treasurers

-2251 Advertising and Marketing Professionals

-Registered Nurse (all specialisations)

Thebackground, work experience, qualifications, and skills requirements and key assessment criteriafor each nominated occupation are highly detailed.


For example, IT occupations fall under the Information Technology and Computing / Graphic Design and Content Creation sector:

All IT occupationsrequire 2–5 years of relevant work experience; experience with globally recognised companies is viewed more favourably, as is experience in human resources;

– Additional assessment criteria apply toSoftware Engineers, Software and Applications Programmersthese two occupations

– Experience inCybersecurity Analyst the following areas is highly regarded

– Meeting certain criteria (e.g. 5 or more years of relevant work experience) is considered indicative of amid-to-senior-level IT professional.

with most provisions concerning employment:There is quite a bit to cover, so here is one example:


Employment-related questions for the Graduate streamEmployment or business operation

is not a mandatory minimum requirement for the Graduate stream,but havingemployment at a

well-established Tasmanian businessmay give applicants a higher priority for invitation. The requirements for this employment are: at least 9 hours per week during the course, and at least 20 hours per week after completing the course.However, if the employment is


at an excluded employment or business operation, it is not considereda priority-conferring condition.This raises two further questions:


what constitutes a well-established Tasmanian business and what constitutes excluded employment or business operation,and the document provides clarification on both.Generally, the following conditions must be met:

Passive Invitation Mechanism

Applicants can

selectEligibility Checkerthe most suitable application streamand submit an ROI through the MigrationTasmania Gatewaysubmission of ROIis free of charge, with a validity period of 6 months; if no ROI invitation is received within 6 months, the ROI will expire.Once a pre-invitation is received, formal materials should be submitted within approximately 4 weeks, after which a nomination outcome will be issued. The state nomination application fee is $220,the same as last financial year.


Requirements by stream


Employment stream

190 application:

Mandatory requirements:

1. At least 6 months of employment,at least 20 hours per week

2. The primary applicant must currently reside in Tasmania; if a secondary applicant is included, they must also currently reside in Tasmania

3. Employment must be in an occupation on the Tasmanian
Onshore Skilled Employment Occupation List (TOSOL)

4. A contract of at least 1 year is required, with at least 3 months remaining at the time of nomination application

5. Contractors must hold a relevant skills assessment and have been working in the occupation for at least 12 months


491 application:

For ANZSCO Skill Level 3 or above:

1. At least 6 months of employment is required (at least 3 months if a TOSOL-relevant skills assessment is held), at least 20 hours per week, with continuous employment of at least 20 hours per week for 6 months prior to application

2. The primary applicant must currently reside in Tasmania; if a secondary applicant is included, they must also currently reside in Tasmania

3. Employment does not need to be related to the skills assessment

4. A contract of at least 12 months is required, with at least 3 months remaining

5. Contractors must hold a relevant skills assessment and have been working in the occupation for at least 12 months

6. If employment is not related to the skills assessment, relevant qualifications or prior relevant work experience are required


For ANZSCO Skill Level 4–5:

1. At least 6 months of employment is required, with at least 20 hours per week continuously for 12 months prior to application

2. The primary applicant must currently reside in Tasmania; if a secondary applicant is included, they must also currently reside in Tasmania

3. At least 6 more months of employment is required after submitting the ROI

4. The position must represent a genuine need and local recruitment difficulty (employer declaration required)

5. Relevant qualifications or work experience are required

6. Future career advancement opportunities must be demonstrated (employer declaration required)


Graduate stream:

190 mandatory requirements:

1. Complete a CRICOS-registered course and obtain a completion letter

2. Must have resided in Tasmania for more than 2 years

3. The course must be at Diploma level or above, or a Certificate IV related to an ANZSCO Group 3–4 occupation

4. Must have completed the course full-time in Tasmania

5. Must reside in Tasmania and intend to live in Tasmania long-term


491 mandatory requirements:

The course must be at least 40 weeks, and the applicant must have resided in Tasmania for at least one year after the commencement of the course; all other requirements are the same as for 190


Long-Term Resident stream (new)

190 mandatory requirements:

1. Must have resided in Tasmania forthree years,with time spent outside Tasmania not exceeding half of the total time spent in Australia

2. At least one of the following three conditions must be met:

a. ANZSCO Skill Level 3 or above employment, at least 20 hours per week, with a cumulative total of more than 12 months over the past 24 months

b. ANZSCO Skill Level 4–5 employment, at least 20 hours per week, with a cumulative total of more than 18 months over the past 3 years

c. Operating a business for at least 2 years with an income of at least $53,900


491 mandatory requirements:

1. Must have resided in Tasmania fortwo years,with time spent outside Tasmania not exceeding half of the total time spent in Australia

2. At least one of the following two conditions must be met:

a. ANZSCO Skill Level 3 or above employment, at least 20 hours per week, with a cumulative total of more than 6 months over the past 12 months

b. ANZSCO Skill Level 4–5 employment, at least 20 hours per week, with a cumulative total of more than 12 months over the past 18 months


Small Business stream (491 only)

Mandatory requirements:

1. Must be operating as a sole trader or in partnership with a spouse forat least 12 months

2. Personal taxable income must be at least $45,815

3. Massage businesses must hold a skills assessment and operate within a hospital, aged care facility, or similar institution

4. Subcontractors do not qualify for the Small Business stream


Overseas stream (Job
Offer)

1. Must have a Job Offer relevant to the nominated occupation

2. The primary and secondary applicants must not have resided in any other part of Australia in the past 12 months

3. The employing employer must have been operating for at least 12 months

4. Salary must meet local income standards


Overseas stream (Invitation
Only)

1. The nominated occupation must be listed on the OSOP (Overseas
Skilled Occupation Profiles)

2. The primary and secondary applicants must not have resided in any other part of Australia in the past 12 months

3. If nominated, at least 2 Tasmanian employer contact references, job search records, and recruitment advertisements must be provided


Newstars Analysis

The degree of selectivity in invitations — and how much opportunity each applicant category actually has — is something we will need to continue monitoring:the quota for the new financial year, and how many applicants there are in each tier and stream,because at its core, this remains a question of supply and demand.


We estimate that at present only a small proportion of applicants will qualify for the GOLD and GREEN priority tiers,with the majority of applicants remaining in the ORANGE category.


For applicants currently placed in the Orange tier,the state government will still rank applications to issue invitations; specific outcomes will depend on the new financial year quota. While waiting for the state nomination to open, continue to do what you can to strengthen your application (for example, apply for positions with established Tasmanian employers who have been operating for a number of years).
