At Last! Subclass 143 Parent Migration Processing Moves to July 2016 — More Visa Options for Parents to Reunite in Australia


The Department of Home Affairs website has updated the Subclass 143contributory parent migration processing progressAs at 30 April 2022, processing has finally reached applications lodged in July 2016. The queue had remained at June 2016 for a very long time — the Department has now officially confirmed the move to July 2016.


In early April this year, our clients with Subclass 143 applications lodged in July 2016 began receiving requests for further information.


The website has also updated the queue date,also as at 30 April 2022:
– Queue date for non-contributory Subclass 103/804 has moved to May 2019 (previously January 2019); cases being actively processed are still those that joined the queue in October 2010 (no change)
– For contributory visas, given the lengthy processing times, a queue date was also introduced.This update moves the queue date to September 2018 (previously June 2018)


Because annual grant quotas have been significantly reduced (despite a modest increase in the new financial year), Subclass 143 processing is so slow that people often wonder if it is moving at all — but in fact, processing has continued normally over the past six months:Why Subclass 143 parent migration processing feels stuck in mid-2016… Latest figures: nearly 2,000 places have already been used this financial year!

However, most recent grants are still for applications lodged in June 2016.Here are some recent Subclass 143 grant cases:


Lodged 27 June 2016 — granted 23 May 2022


Converted from Subclass 103 to 143 — originally lodged as Subclass 103 in mid-2014, then contacted us to convert to Subclass 143, and was granted this week!

If you have already lodged a parent migration application —


The total parent migration PR grant quota for the new financial yearhas increased from 4,500 to 6,000. Based on historical allocation ratios, the contributory stream is expected to receive approximately 4,800 places.The chart below shows our projected Subclass 143 processing progress based on 4,800 places per financial year:

If your child has just received PR or you have not yet lodged a parent migration application —


There are still Subclass 143 grant places available for this financial year, with approvals being granted gradually. The next financial year quota has increased,but this does not resolve the severe mismatch between the parent migration grant quota and the backlog of applications.For the latest figures, see:Parent migration backlog exceeds 120,000 — Subclass 143 alone has grown by more than 20,000 in under five years… calling on the Labor government to prioritise resolution!

If you simply wait in the queue, Subclass 103 applicants are unlikely to see a decision — the current wait is 30–40 years.Subclass 143 contributory applicants lodging now should also expect to wait 15 years or more (assuming the quota remains at roughly its current level).

Regardless of your longer-term plans, it is still advisable to lodge a parent migration application as soon as possible to secure your place in the queue.


Basic application process and requirements for contributory parent migration:

Step 1 — Confirm the child can act as sponsor:

1. Is an Australian PR or citizen

2. Has resided in Australia for at least 2 years

3. Meets the balance-of-family test — at least half of the applicant’s children have already migrated to Australia


Step 2 — Choose between Subclass 143 and Subclass 864

If the applicant has reached Age Pension age at the time of application, they may apply for the Subclass 864 Contributory Aged Parent visa. The Subclass 864 was previously processed faster than Subclass 143, but the Department has paused Subclass 864 processing for some time in order to balance the two streams.


Subclass 864 can be lodged and granted onshore, whereas Subclass 143 can only be granted onshore if specific COVID-related conditions are met —specifically, the application must have been lodged before 24 March 2021 and the applicant must have been in Australia on 24 March 2021.Applicants who do not meet both of these conditions will be required to depart Australia before the visa can be granted.

The financial assurer(who may be the sponsor or another Australian PR, citizen, or company) must provide income evidence for the two most recent financial years and proof of Assurance of Support (AOS) payment. The applicant must also undergo a medical examination.


The financial assurer’s/sponsor’s income threshold is determined by the number of people being sponsored, the number of the sponsor’s dependent children, and any prior sponsorship history.

Subclass 600 Visitor Visa

Parents of PR holders and citizens generally have little difficulty obtaining a visitor visa.Most are granted within a month and can travel in and out of Australia without issue.The cases shown below are our recent grants from the past 1–2 weeks.



Subclass 870 Sponsored Parent (Temporary) Visa

The Subclass 870 allows parents to stay in Australia for up to 10 years in total.After the initial 5-year period, the parent must depart Australia for at least 90 days before applying for the next 5-year stay. This visa cannot lead to permanent residence (if parent migration is a goal, the parent migration application must be lodged before applying for the Subclass 870).Compared to a visitor visa, this avoids the inconvenience of parents having to travel in and out repeatedly. Furthermore, if parents are currently in Australia,it is possible to first apply for permission and then lodge the Subclass 870 application onshore.


Processing timeline: The process involves two stages — the sponsor (child) must first be approved as a sponsor, then the visa application can be lodged.Expected processing time is 6–12 months. If parents are currently in Australia, begin preparing before their current visa expires.


Advantages: No educational, work experience, or assets requirements. No balance-of-family test. Allows a single continuous stay of 5 years, with a maximum of two stays totalling 10 years.

Sponsor requirements:The sponsor must be at least 18 years old and must be the applicant’s child or the child’s partner.


Sponsor financial requirements: If one sponsor is sponsoring one parent, the sponsor’s income for the previous financial year must be at least AUD 83,454.80.If the sponsor’s individual income is insufficient, the sponsor’s spouse’s income can be included. The ratio of sponsor income to spouse income must be at least 1:1.


Bridging Visa (Parent Migration Stream)

The eligibility requirements are shown in the image below. Both Subclass 143 and Subclass 103 applicants are eligible, and processing is currently quite prompt.
