On 5 May, the Minister for Immigration officially announced the introduction of an employer-sponsored Aged Care Industry Labour Agreement for the aged care sector, effective immediately

On 15 May, the Minister for Immigration issued a further media release announcing the signing of the first Aged Care Industry Labour Agreement


From the initial announcement to implementation and then approval, it took just 10 days — a clear sign of how strongly the government supports and prioritises this new employer-sponsored Aged Care Industry Labour Agreement policy.

A New Approach

If any of the following describes you, the employer-sponsored Aged Care Industry Labour Agreement stream could open up a new pathway to permanent residency!
1. You currently hold an onshore Subclass 408, a working holiday visa (WHV) or a student visa, etc., but have no clear, direct pathway to permanent residency
2. You are in an extremely popular occupation but lack the competitiveness, and see little hope of receiving an invitation
3. You are offshore and want to work and migrate by studying at TAFE (this places relatively high demands on the applicant and needs to be assessed case by case — feel free to message us)
4. You are offshore and hold a health- or medical-related qualification (not necessarily a university degree), or have work experience in aged care or personal care

Advantages of the Aged Care Industry Labour Agreement stream over the standard employer-sponsored Subclass 482:

Employers can sponsor more places and have greater control (for example, Curtin Heritage, which secured the first agreement, will be able to recruit 570 eligible non-PR/non-citizen workers over five years)
Lower requirements for applicants — no two years of relevant work experience needed, and some applicants also face a lower IELTS requirement
– Comes with the advantages of simplified visa nomination and priority processing
Offers a subsequent pathway to permanent residency

Requirements for

Employee Applicants

Unlike the traditional Subclass 482, which requires 2 years of work experience and a set English score before you can lodge, this stream only requires the applicant to hold a relevant AQF Certificate III (or one year of relevant work experience) and a lower English score, and then find an employer that has signed the agreement and can provide sponsorship — after which they can apply for the Subclass 482.

After holding the Subclass 482 and working for the employer for 2 years, you become eligible to apply for permanent residency through the Subclass 186.

Specific requirements:

– Hold a relevant AQF Certificate III or higher qualification. If you do not meet the qualification requirement, it can be substituted with 12 months of full-time (or part-time equivalent) relevant experience.
If you currently have neither a qualification nor work experience, relevant courses are introduced below

Onshore qualifications or work experience do not require a skills assessment, but if the relevant qualification, or the relevant work experience used in place of a qualification, was obtained overseas, a skills assessment is required.

– English proficiency of at least an overall IELTS 5 (speaking and listening no lower than 5, reading and writing no lower than 4.5).Applicants with target community language skills who are employed by a culturally and linguistically diverse aged care business face an even lower requirement — an overall IELTS of just 4.5.


– As with the standard stream, there is no age limit to apply for the Subclass 482, but if you later wish to transition to permanent residency through the Subclass 186, the Subclass 186 requires you to be under 45 years of age at the time of lodgement.

Certificate III in Individual Support (Ageing)

One-year course approx. $8500

Six-month course approx. $5000-$6000


Entry English: IELTS 5.5 or an equivalent score; an internal placement test can be taken, with the chance of waiving the English requirement

At least a qualification equivalent to Australian Year 10 (generally a high school qualification is sufficient)



Nominated Occupation /423312

Nursing Support Worker 



Relatively few institutions offer this course, and most are aimed at domestic students, so students holding a Subclass 485 maygive priority to their state’s public TAFE


Certificate III in Health Services Assistance


Six months approx. $6000
One year ranges from $8000-10000


Entry English: IELTS 5.5 or an equivalent score; an internal placement test can be taken, with the chance of waiving the English requirement

At least a qualification equivalent to Australian Year 10 (generally a high school qualification is sufficient)
