State Nomination Quotas and Invitation Processing — Latest Update! Will Tasmania Adjust Requirements Next Financial Year? Canberra’s Most-Invited Occupations! State Officials Respond!


The Tasmanian State Government, today March 25,held its latest online briefing session, with the newest data and updates current as of yesterday, March 24.

Let’s start with Subclass 190


This financial year has 1,000 places in total,458 have already been granted, leaving 542, with 360 applications still backlogged in the pool,receiving roughly another 30 per week (if applications close on June 11, that would add close to another 300, for around 700 in total). Competition, of course, remains fierce.


It’s expected that processing will be largely complete by the end of this financial year, and the state government says overall quota usage is tracking within their expectations.

 

Local graduates — especially those who completed two years of study — remain the applicants Tasmania values most.






Now let’s look at the more competitive Subclass 491

This financial year has 1,400 places in total,1,031 have already been granted, with only 369 left, and there are over 1,250 applications still backlogged in the pool,receiving roughly another 70 per week (if applications close on June 11, that would add close to another 600, for around 1,850 in total).


Demand is severely outstripping supply — applications lodged between now and June are not guaranteed to be processed, and it’s currently expected that only applications lodged before March 28 will be finalised this financial year.


Priority 1-3 applicants are still processed first, with other applicants processed in order of lodgement date,ranked by competitiveness,and when additional places become available, competitive invitations are extended to general applicants.


On the situation for the new financial year starting July 1, 2021

 Will state nomination requirements change after July? 

Answer:There will be no change,unless requirements change at the federal level — Tasmania itself will not change its requirements.

 What’s the outlook for next financial year’s quota? Is there any new information? 

Answer: The state government has no new information for now. The state governmentexpects next financial year’s quota may be similar to this financial year’s (similar), though of course the final decision rests with the Federal Government,and the key thing to watch is the budget the Treasurer announces in May, when further news may emerge — but there shouldn’t be any major changes.

Both the primary and secondary applicants have worked in the aged care sector for over six months, but the nominated occupation is engineering — would this count as Priorities 1-3? How likely is it to get a Subclass 491? 

Answer: This would not count as Priorities 1-3,because there is no skills assessment for a relevant nominated occupation.But the state government values this kind of work background highly, and it would be a bonus factor within Priority 4.

 Does the state government place weight on EOI points scores? 

Answer:Generally, the state government does not place weight on EOI points scores,even if you score 120 points, if you cannotdemonstrate the ability and willingness to settle and work in Tasmania long-term,you still won’t receive a nomination.

 A Subclass 491 applicant working as a bus driver in Tasmania had their application refused — would you advise changing jobs? 

Answer: It’s hard to give a definitive answer to this. The Tasmanian government does value bus driver roles too, but the issue right now is that quotas are limited and competition is too fierce — if quotas become more generous in future, nomination may well be possible.Of course, for applicants in this kind of role, the key is still to demonstrate a career development path, and where possible to gain relevant additional skills.


The career plan is currently a document the state government values very highly

— especially for graduates without relevant work experience in their nominated occupation, for whom it is mandatory. At the February briefing, the state official gave particular emphasis to the following reminders about the career plan:

It’s recommended not to exceed one page (the same requirement as for the Commitment). Going over won’t have a negative effect, but try to keep it within one page.


Do not, under any circumstances, copy a template!

The authenticity of documents and the seriousness of fraud

1. Provide a truthful account of your own personal application circumstances

2. Please do not attempt to present “false” circumstances beyond your actual personal capacity (such as multiple part-time jobs, internships and volunteer roles)

3. For false or fabricated application information (including payslips, bank transfers, training certificates, employment reference letters, etc.), the state government will not grant state nomination — and even where nomination has already been given, the state nomination invitation may be withdrawn if fraud is later discovered,

4. and even where formal nomination has already been granted, if the applicant leaves Tasmania immediately afterwards, the state government reserves the right to withdraw the nomination (the state government has recently been checking the authenticity of local residency for applicants who have already received nomination).


As for offshore applicants

finally, to add to what was said earlier about overseas applicants,due to border controls, Tasmania will not be issuing invitations to the overseas stream on a large scale this financial year, though invitations may be issued from time to time on an irregular basis.


It’s expected that next financial year, as vaccine rollout progresses and travel restrictions ease,the overseas stream will have more possibilities,meaning more invitations may be issued to offshore applicants.


Our advice

to everyone

Our advice to everyone remains largely unchanged:if your visa processing timeframe is fairly long — especially for Subclass 491 applicants — try to build up sufficient competitiveness before lodging your application.


For Subclass 190, the data still shows supply and demand are relatively balanced,but current processing is still very strict, and quite a few applications are being refused,so you can still try lodging — if refused this financial year, you may need to pin your hopes on the new financial year.

The current situation for ACT state nomination
(the ACT section of the March 12, 2021 briefing session)

The closure of Australia’s international border is expected to have a relatively small impact on the ACT, becausepart of the Territory’s population growth relies on residents coming from other states or territories.The state government has observed interstate international graduates relocating to Canberra to pursue Subclass 190/491.
Last financial year,28%applicants who successfully obtained ACT nomination were those who had relocated from other states or who were working in areas of shortage/demand.

This financial year, as at March 12, 2021,
402 invitations have been successfully issued for Subclass 190, with 59 refused;
162 invitations have been successfully issued for Subclass 491, with 34 refused.

Close to 70% of applications were lodged through agents, of which only 8% were refused. State nomination processing currently takes under a week.

The distribution of invited occupations is shown in the chart below
Canberra sets a monthly cap for each occupation group, so the number of invitations is naturally limited as well — this is a measure the state government uses to avoid issuing large numbers of invitations to only one or a handful of popular occupations.
