SA state nomination transitional quota for FY22–23

2,700 Subclass 190 and 3,180 Subclass 491

190 increased by 100, 491 decreased by 150

(The above are transitional-phase quotas only; adjustments are expected after the end of the first quarter of the financial year — most likely increases)


Six streams


Note 1: All streams require applicants to meet the Department of Home Affairs’ baseline requirements — skills assessment, a minimum EOI score of 65 points, and being under 45 years of age. These will not be repeated below.

Note 2: Applicants should first check whether their occupation is eligible for the stream they intend to apply under, and whether any special requirements apply.


Stream 1: SA Graduate

General graduate category

-CRICOS 46 weeks

– Must also meet the educational qualification requirement for the nominated occupation as specified on the SA occupation list

– Must also meet the work experience requirement for the nominated occupation as specified on the SA occupation list

– Unless otherwise specified on the SA occupation list, all work must be:

* Subclass 491 – 20 hrs per week / 40 hrs per fortnight

* Subclass 190 – 30 hrs per week / 60 hrs per fortnight

* If an SA graduate has not continuously lived and worked in SA after graduating, the requirement is 30 hrs per week

– 50% of the qualification must have been completed in SA

– One year of residence and study

– Currently working in an occupation group whose ANZSCO code shares the same first two digits as the nominated occupation

– Work must have commenced after graduating from the claimed SA qualification


High-achieving graduate category

– Nominated occupation is on the SA occupation list

– Graduated from an SA CRICOS higher education institution

– SA qualification and nominated occupation must be in the same field (assessed subjectively by the state government)

– Has continuously lived and worked in SA from the time of SA qualification graduation until receiving the invitation

– Unless otherwise specified on the SA occupation list, English proficiency equivalent to IELTS 7 overall

– SA qualification GPA meets the requirement for the nominated occupation as listed on the SA occupation list

– Specific SA qualification requirements:

* PhD & research master’s – apply for state nomination after the degree certificate is issued

* Coursework master’s – SA CRICOS 78 weeks

* First Class Honours – must be completed in SA following an SA CRICOS 92-week undergraduate degree

* Bachelor’s degree – must be SA CRICOS 92 weeks and applicant must have commenced employment

* Living and working locally



Stream 2: SA Worker

– Currently working in an occupation group whose ANZSCO code shares the same first two digits as the nominated occupation

– Meets ANZSCO educational requirements for the occupation

– Meets the SA occupation list requirements for the nominated occupation

– Unless otherwise specified on the SA occupation list, working 20 hrs per week / 40 hrs per fortnight


Stream 3: SA Outer Regional Living and Working

– Living and working in SA’s designated Outer Regional Areas prior to receiving the invitation

– In the 6 months prior to lodgement, has lived and worked in Outer Regional Areas; any occupation is acceptable, 30 hrs/week or 60 hrs/fortnight

– Skill level 1–2 with an annual income of at least AUD 65,000 – eligible to apply for Subclass 190 state nomination

– Employer operating in SA Outer Regional Areas for 12 months or more, and also operating in the 12 months prior to lodgement.

Stream 4: SA Long-Term Resident

– Residing in SA continuously for 5 years prior to application

– Currently and in the past 6 months, working in any Skill Level 1–3 occupation or an ANZSCO Carers and Aides occupation

– In the past 3 years, at least 12 months of cumulative work in any Skill Level 1–3 occupation or an ANZSCO Carers and Aides occupation; for those 12 months:

* 20 hrs per week / 40 hrs per fortnight – Subclass 491

* 30 hrs per week / 60 hrs per fortnight, and Skill Level 1 / annual income of AUD 80K (or AUD 65K+ in outer regional area) – Subclass 190

* Applicants whose current work matches their nominated occupation are not eligible for the Long-Term Resident stream

* If your nominated occupation is one of the following, you must have worked in SA’s outer regional area in the past 6 months, or in the Greater Adelaide area for the past 12 months:

Accountants (General)

Taxation Accountants

Management Accountants

External Auditors

Chefs

Motor Mechanics


Cooks must meet the requirement of having worked in SA’s outer regional area for the past 6 months


Stream 5: Highly Skilled and Talented

Open to intrastate, interstate, and offshore applicants


Unified requirements:

– English proficiency of at least 7 in each of the four components

– Currently in full-time employment (at least 30 hours per week) with an annual income of at least AUD 80,000


For applicants within Australia:

1. Demonstrate extensive experience in a highly skilled, senior, or executive-level role

2. Demonstrate that at least one of the following conditions is met

– Already working in SA

– Currently working interstate or holding an employment contract indicating plans to relocate to SA

– Demonstrate the specialist experience and skills required by SA’s critical priority sectors (see image below)

3. Requirements for employers

– Employer must have been operating for at least 12 months, and must have been operating with a physical presence in SA in the past 12 months

– Annual turnover of at least AUD 4 million; start-ups or businesses operating in outer regional South Australia may be exempt

– No adverse record

Stream 6: Offshore Applicants

Option 1: General pathway (no ROI required)

Applicants submit an EOI; the state government assesses based on occupation, years and level of relevant work experience, English proficiency, and EOI score, then issues pre-invitations for Subclass 190 or Subclass 491. Applicants in a priority nominated occupation may be eligible for Subclass 190. After receiving a pre-invitation, applicants have 14 days to lodge their materials, and the state government will assess the nomination.


Option 2: Highly Skilled and Talented stream

If you are residing offshore but meet the requirements of the Highly Skilled and Talented stream, you may also attempt to lodge an ROI. In addition to meeting:

– English proficiency of at least 7 in each of the four components

– Currently in full-time employment (at least 30 hours per week) with an annual income of at least AUD 80,000


The requirements for offshore applicants are: demonstrate extensive experience in a highly skilled, senior, or executive-level role, which can be evidenced by:

– Employer is an internationally recognised company

– Employer is a multinational company conducting business in SA

– Demonstrate the specialist experience and skills required by SA’s critical priority sectors (shown in the image above)

SA graduate: 6 months’ work experience – Subclass 190; 3 months’ work experience – Subclass 491

SA graduates with a GPA of 6 or above in a relevant SA qualification: no mandatory work experience

Non-SA graduate: same requirements for Subclass 190 and 491 – 12 months’ work experience, or holding a full-time ongoing contract, or a 6-month employment contract, or having completed 3 months casual full-time work


Marketing Specialist

SA graduate: 12 months’ work experience – Subclass 190; 6 months’ work experience – Subclass 491

High-achieving graduate pathway not currently displayed.

Non-SA graduate: 24 months’ work experience – Subclass 190; 6 months’ work experience – Subclass 491


Software Engineer

SA graduate: 6 months’ work experience – Subclass 190; 3 months’ work experience – Subclass 491

SA graduates with a GPA of 6 or above in a relevant SA qualification: no mandatory work experience

Non-SA graduate: Greater Adelaide 24 months’ work experience / Outer regional 12 months – Subclass 190; 6 months’ experience – Subclass 491


ICT Business Analyst

SA graduate: 6 months’ work experience – Subclass 190; 3 months’ work experience – Subclass 491

SA graduates with a GPA of 6 or above in a relevant SA qualification: no mandatory work experience

Non-SA graduate: Greater Adelaide 24 months’ work experience / Outer regional 12 months – Subclass 190; Greater Adelaide 12 months’ experience / Outer regional 6 months – Subclass 491


Architect

SA graduate: 6 months’ work experience – Subclass 190; 3 months’ work experience – Subclass 491

SA graduates with a GPA of 6 or above in a relevant SA qualification: no mandatory work experience

Non-SA graduate: 12 months’ work experience – Subclass 190; 6 months – Subclass 491

Landscape Architect — same requirements as Architect but the high-achieving graduate pathway is not currently displayed


Civil Engineer

SA graduate: 6 months’ work experience – Subclass 190; 3 months’ work experience – Subclass 491

SA graduates with a GPA of 6 or above in a relevant SA qualification: no mandatory work experience

Non-SA graduate: Greater Adelaide 18 months’ work experience / Outer regional 6 months – Subclass 190; 6 months – Subclass 491

Structural Engineer: SA graduates — same as Civil Engineer. Non-SA graduate: 12 months’ work experience – Subclass 190; 6 months – Subclass 491


Early Childhood Teacher (ECT)

SA graduate: 3 months’ work experience – Subclass 190; 3 months’ work experience – Subclass 491

SA graduates with a GPA of 6 or above in a relevant SA qualification: no mandatory work experience

Non-SA graduate: 12 months’ work experience – Subclass 190; 6 months – Subclass 491

Secondary Teacher — same requirements as Early Childhood Teacher


Social Worker

SA graduate: 6 months’ work experience – Subclass 190; 3 months’ work experience – Subclass 491; carer-type work 12 months – Subclass 491

SA graduates with a GPA of 6 or above in a relevant SA qualification: no mandatory work experience

Non-SA graduate: Greater Adelaide 18 months’ work experience / Outer regional 12 months – Subclass 190; Greater Adelaide 12 months’ work experience / Outer regional 6 months – Subclass 491
