Queensland state nomination openings are as rare as hen’s teeth — this month Queensland’s state nomination briefly reopened again, however Subclass 190 remains closed, and Subclass 491 EOIs can be submitted from 19–25 April, with only the 491 Small Business Stream standing out as the star performer!
From 25 April onwards, the 491 Small Business Stream will also remain open to applications!
In addition, when the state nomination round opened last September, the Queensland Government also indicated that the 491 Small Business Stream would receive priority processing!
So let’s run through the latest summary of the basic requirements for the 491 Small Business Stream, shall we~!
Department of Home Affairs requirements for the 491 state nomination
— A skills assessment is required (for students without a migration-related background who hold a bachelor’s degree and IELTS 4×7/PTE 4×65, an accounting skills assessment can be obtained in around 6–8 months via accounting bridging courses)
— A skilled migration points score of 65 or above (including the 15 points awarded for state nomination — in other words, applicants only need a base score of 50)
— Under 45 years of age
— English at Competent level (IELTS 4×6, PTE 4×50)
Queensland’s requirements for operating a 491 small business
Business experience
Successful business-operating experience (having run a business, having a family business, or having a business background), OR a business-related qualification
— e.g. students with an engineering/IT background and no business experience can complete a 6-month Diploma in Business (or similar) during the business-operation period to satisfy this requirement
Residency requirement
Before applying, operate a business and live in a regional area of Queensland for at least six months
You must live in the regional area throughout the business-operation period
Business investment
Invest a minimum of AUD $100,000 in a business in a regional area of Queensland
— the contract price must be at least $100,000, and items that could be included under the old policy — machinery and equipment, company vehicles, fit-out costs, etc. — no longer count under the new policy!
The main applicant must hold 100% sole ownership of the business (partnerships or joint ventures are not permitted)
Sub-leased franchise businesses are not accepted — the business must be a company-operated franchise or independently operated, such as a petrol station.
Home-based businesses are not accepted, such as courier or cleaning companies
Business operation
The business must be operating for at least six months before the EOI is submitted
Australian employee
At least one Australian resident (Australian citizen, PR holder, or Subclass 444 visa holder) must be employed, working at least 20 hours per week, and cannot be a family member or subcontractor Ongoing operation
The state government will consider introducing monitoring procedures, aiming to ensure the business continues operating for more than three years
The specific implementation method has not yet been confirmed
The business cannot be reusedA business that has already been used for a 491 Small Business state nomination application cannot be used again for another 491 Small Business migration application in the future. Settling in QueenslandDemonstrate sufficient funds to settle in Queensland
