In the past financial year, Australia’s offshore skilled migration program kept issuing invitations at low scores, prompting many applicants in China who had been waiting on the sidelines to start making their move. Because of the policy-driven circumstances of 2019–23, a large number of offshore applicants have already lost a good deal of application time.

Across the consultations during this period, from what I’ve seen:

1.Aged between 35 and 44
2.10+ years of work experience, with most currently in mid-to-senior roles
3. Married or divorced, with 1–2 children
4.A solid English foundation — with some effort, able to achieve four 6s or even four 7s
5. No particular preference for the nominating state or the 190/491 stream — the ultimate goal is simply to obtain PR

Disadvantaged on EOI points

For most people, however, the biggest concern is the EOI points. The greatest challenge facing applicants aged 35–44 is that their age points drop sharply, which reduces their competitiveness. On top of that, this group of applicants in China has no Australian work or study experience, and no energy left to sit a community language test. So why not consider a shortcut — choosing a points pathway that suits you better.

Today we’re sharingCanberra (ACT) state nomination, which is a great fit for applicants in China aged 35–44. This state runs stable invitation rounds, with transparent data and low invitation scores! The rules of the game for ACT state nomination also follow a points table — but it doesn’t just look at the EOI points table,there is also the Matrix scoring developed by the ACT Government. To lodge for ACT state nomination,you only need to meet 65 EOI points (the base score required is 60 for 190 and 50 for 491); the subsequent score filtering is then based on the Matrix score。

Canberra uses the Matrix scoring system, keeping invitations at low scores with no need to chase points. Offshore and onshore applicants don’t have to compete against each other.

Matrix invitation scores have long stayed in the 60–75 range

– Hold a skills assessment
– Three years of work experience in the nominated occupation
– Four 7s in English
– Not having lived in Australia for at least the past 12 months, and not holding an Australian visa (holding a visitor visa is acceptable)

Canberra offshore 491 requirements — meet 65 EOI points

Matrix invitation scores have long stayed in the 45–60 range– Hold a skills assessment
– One year of work experience in the nominated occupation
– Four 6s in English
– Not having lived in Australia for at least the past 12 months, and not holding an Australian visa (holding a visitor visa is acceptable)

The points profiles of applicants in China currently fall mainly into the following scenarios:

1. Both primary and secondary applicants have a strong English foundation (190 stream)
Primary applicant English equivalent to IELTS four 7s 10 points
Nominated occupation on the ACT list 20 points
Work experience of 5–8 years / 8–10 years 15/20 points
Spouse has four 6s in English and has completed a skills assessment on the Canberra list 15 points
Qualification: bachelor’s / master’s 10/15 points
Total score: 70–80 points

2. Primary applicant has a strong English foundation, but the secondary applicant can’t achieve four 6s, or the applicant is single (190/491 stream)
Primary applicant English equivalent to IELTS four 7s 10 points
Nominated occupation on the ACT list 20 points
Work experience of 5–8 years / 8–10 years 15/20 points
Qualification: bachelor’s / master’s 10/15 points
Total score: 55–65

3. Average English (491 stream)
Primary applicant English four 6s 0 points
Nominated occupation on the ACT list 20 points
Work experience of 5–8 years / 8–10 years 15/20 points
Qualification: bachelor’s / master’s 10/15 points
Total score: 45–55 points
