Hot off the press: Australia’s Aged Care Labour
Agreement
is shaping up to be one of the hottest and most talked-about migration pathways of the new financial year!

Today we bring you this week’s freshly updated news on the Aged Care Labour Agreement.




New policy

moving ahead fast

First, a quick word on where Australia’s Aged Care Labour Agreement came from.It is largely driven by the fact that the market for aged care workers is genuinely very short-staffed right now.So, to deliver on its promises to employers in the aged care sector, the Albanese Government has set up a new employer-sponsored pathway to address the local labour shortage. The Albanese Government believes that, by working closely with the sector’s industry associations and employers, the labour shortage can be effectively eased through the Aged Care Labour Agreement.

In under a month and a half, from early May to now, four aged care employers have already signed a Labour Agreement!Which goes to show just how determined the Government is to push this new policy forward, and how much action it is taking!

And the most exciting part is that the Australian Government has officially announced a pathway to an Australian green card for aged care workers!

So what migration pathway, exactly? You may have heard of Australian employer sponsorship; you may have heard of the Subclass 482 and Subclass 186 visas; you may even have heard of the employer-sponsored Labour Agreement stream. But you may not have heard of the Aged Care Industry Labour Agreement.

To meet local demand in Australia’s aged care sector and address the local labour shortage in aged care, the Australian Government has added a 10th industry on top of the existing 9 Industry Labour Agreements — the Aged Care Industry!

The Aged Care Industry Labour Agreement still falls under employer sponsorship. The visas that can be applied for are the TSS (482) or the ENS (186) — the former is a temporary visa of up to 4 years, the latter is a green card.Unlike standard employer-sponsorship requirements, the Aged Care Industry Labour Agreement has its own dedicated eligibility criteria, with a very low bar — it is one of the rare, straightforward migration options seen in recent years.

The specific requirements are as follows:
(1) TSS (482) application requirements:
1. Age requirement: no age limit
2. Qualification requirement: An Australian AQF C3 equivalent relevant qualification, or one year of relevant work experience in lieu of the qualification requirement
3. Skills assessment: If you hold a relevant Australian qualification (C3 or above), a skills assessment is not required; if your qualification is non-Australian, or you are using work experience in lieu of a qualification, a skills assessment is required
4. Income requirement: Reduced TSMIT, 51,222 AUD (this income requirement is the salary the employer agrees to provide at the time of nomination)
5. English language requirement: Overall 5, with 5 in speaking and listening and 4.5 in reading and writing
6. Can transition to the 186, i.e. permanent residency, after 2 years

(2) ENS (186) application requirements:
1. Working for the employer under the labour agreement (482 to 186), or about to work for them (applying for the 186 directly)
2. Work requirement: at least 2 years of relevant work experience in Australia
3. Age requirement: Under 45
4. Skills assessment: If you hold a relevant Australian qualification (C3 or above), a skills assessment is not required; if your qualification is non-Australian, or you are using work experience in lieu of a qualification, a skills assessment is required
5. English language requirement: Overall 5.5, with no requirement on individual bands

Those without relevant Australian work experience
can apply for the 482 employer-sponsored temporary visa, valid for up to 4 years; once you accumulate 2 years of relevant work experience during that time, you can transition to the 186 green card;
Those who already have 2 years of relevant Australian work experience
can apply for the 186 green card




Here’s the key part

Aged Care Labour Agreement employer sponsorship: the basic requirements

So, what are the basic requirements to apply for the aged care migration pathway?

Qualification requirement:
1. An AQF C3 equivalent qualification;or
2. One year of relevant work experience in lieu of the qualification requirement
Work experience requirement:
1. TSS: no work experience requirement (other than the 1 year of work experience used in lieu of a qualification)
2. ENS: at least two years of relevant work experience in Australia;

Skills assessment (for nursing-related occupations):
Occupation 1: Personal Care Assistant (ANZSCO 423313)
Occupation 2: Nursing Support Worker (ANZSCO 423312)

The skills assessment requirements are as follows:
If you hold a relevant Australian qualification at C3 or above, you do not need a skills assessment;
If the relevant qualification you hold was obtained outside Australia, or you have no relevant qualification, you can complete a skills assessment through one of the following routes:
1. A nursing-related qualification plus a nursing certificate; or
2. An aged-care-related qualification; or
3. A nursing-related qualification without a nursing certificate (the course content studied will need to be checked for compliance); or
4. 1 year of relevant work experience within the past 5 years;
*PS: “relevant” means relevant to direct care (excluding disability care and childcare)
Meet any 1 of the above 4 conditions and you can complete the skills assessment! It really is that simple!No English test scores required!

In other words, if your current situation is one of the following:
·A nursing-related qualification from your home country and holding your home country’s nursing certificate; (non-Australian)
·An aged-care-related qualification from your home country; (non-Australian)
·No qualification, but 1 year of direct-care-related work experience; (any country)


Then you don’t need to top up your qualifications, you don’t need Australian work experience, and you don’t even need English test scores (at the skills assessment stage) — even purely offshore applicants can obtain a skills assessment directly and ultimately get the green card!

Skills assessments have been available since 14 June 2023. This is currently tipped to become this year’s dark-horse Australian migration option.Get your skills assessment or relevant qualification first, and be among the first wave of aged care overseas workers! You can have both the high income and the green card!

In one stroke, this solves the problem for people who have been struggling with the nursing skills assessment, who can’t meet the qualification requirements for the Australian nursing assessment, or who don’t want to redo a nursing qualification in Australia — this new nursing migration pathway is absolutely right for you!


Skills assessment (for social-work-related occupations):
Occupation 3: Aged or Disabled Carer (ANZSCO 423111)

The skills assessment requirements are similar to those for nursing
A relevant qualification at C3 or above (an overseas qualification), which includes 1 relevant vocational placement/practical training: (the qualification must have been obtained within the past 3 years)
1 year of relevant full-time (30 hours per week, or part-time     equivalent) work experience, including at least 3 months of work experience within the past 12 months

For those who can’t complete a skills assessment, or who would like to enter Australia to study earlier, you can choose the Australian C3 course we recommend. Once you complete your studies, you are exempt from the skills assessment requirement and go straight into the Aged Care Industry Labour Agreement pathway.
It isn’t expensive, it doesn’t take long, and during your studies you have the chance to land paid placement work. (Some people already in the field are earning a weekly wage of 3000-4000 AUD — a weekly wage!)

MIA currently offers an aged care C3 course, just half a year long, and for applicants who don’t meet the English requirement it even throws in a 10-week English language course worth 2700 AUD!And the application requirements aren’t high, either:
– At least Year 10 education or equivalent studied overseas;
– Provide a copy of an IELTS 4.5 or equivalent English proficiency test transcript;or complete the MIA Language, Literacy and Numeracy (LLN) Assessment.
