8 December 2022will go down as a landmark day in Australia’s skilled migration history.
In the morning,Subclass 189 issued a massive round of invitations — accountants, IT professionals, engineers and many other occupations received invites, with the lowest score dropping to 85 for accounting and 75 for auditing:Massive 189 release! Accounting 85, auditing 75 — huge numbers of IT, engineering, and offshore applicants invited on low scores! Full data roundup!
In the afternoon, the final state nomination quotas for FY2022–23 were announced, with Subclass 190 gaining 5,600+ additional places and Subclass 491 gaining 6,700+!
Today, 9 December, just announced —NSWhas declared it will scrap its previouspoints and work experience requirements across all occupations for Subclass 190 applications!
That meansto try forNSW Subclass 190, you simply need to:
– Your occupation is on NSW’s list (covering most common occupations)
– You have the relevant skills assessment
– EOI score of at least 65
– Language at four 6s
– If you areonshore,you need to have lived in NSW for at least 6 months to apply for 190;
– Ifoffshore, residing offshore for at least 6 months qualifies you to lodge as an offshore applicant
NSW: 9,000+ Subclass 190 places — utilisation previously under 20%
NSW’s last two Subclass 190 invitation rounds were just one week apart, and both rounds lowered the bar for invitations. One reason is that there are simply too many places to fill, and the other is that utilisation as of the end of November was under 20% — even accounting for applications still under assessment, that is very low, largely because the state government had set the threshold requirements for individual occupations far too high.
They’ve finally come to their senses, and now applicants can essentially lodge with almost no barriers.Of course, in the most populous state, competition for occupations like accounting and IT will still be fairly strong, and a higher score with work experience may translate to a faster invitation, especially for in-demand occupations like IT, engineering, and accounting!

Victoria: 10,000+ Subclass 190 places — commitment remains at full throttle
Victoria, which received the most Subclass 190 allocations in the transitional quota, has added another 2,500 Subclass 190 places, with Subclass 491 gaining 1,000+ as well. Victoria is the clear standout recipient of state nomination places this financial year. And unlike NSW, which only recently reversed course, Victoria has been issuing pre-invitations in an organised and proactive manner since the start of the financial year.
To reiterate:This financial year, Victoria’s Subclass 190 has no employment or work experience requirement to lodge — any occupation on the Department of Home Affairs occupation list is eligible!
We already have quite a few clientswho moved to Victoria and received an invitation almost immediately — including accounting! So if you want at least one strong backup option, Victoria this year is well worth it!
Canberra: 190 Quota More Than Doubles — Matrix Score Cuts on the Horizon?
The previous transitional quota had fewer than 1,000 Subclass 190 places, which was clearly insufficient, and the ACT government’s matrix invitations have been fairly conservative.Newstars Canberralaunched a petition and wrote to the state government at the time, requesting more Subclass 190 places to support the capital’s post-pandemic recovery — and received a response:
Finally, in the final quota allocation,Canberra was granted 2,025 Subclass 190 places — 1,225 more than the transitional quota — with Subclass 491 also increasing by 105!We’re confident the ACT government will be more generous in the upcoming matrix invitation rounds. With the 189 mass release having drawn away some of the highest-scoring candidates,we expect popular occupations like accounting, IT, and engineering to see noticeably lower score cuts for invitations.
South Australia: Additional 491 Places Ease the Pressure
South Australia’s Subclass 491 had previously been 70% utilised, but after 2,000+ additional 491 places were added, utilisation dropped to under 50% by the end of November— and Subclass 190 was already relatively plentiful. Opportunities exist for both onshore and offshore applicants!
Compared to these states, the remaining state nomination programmes may not be making quite as many headlines, but when Subclass 189, NSW, and Victoria all move together, they relieve pressure on the other states, which means other states will also be driven to issue invitations with lower scores and lower requirements!
