Northern Territory Confirms Provisional Quota! All Occupations on the Department’s List Open This Financial Year — Work Experience Emphasised!


The Northern Territory announced early this morning that it has received its provisional quota, with policy adjustments compared to the previous financial year.



Last financial year the Northern Territory used its own list, the NTMOL. This financial year all occupations on the Department of Home Affairs list are open; the NTMOL continues to reflect occupations in shortage in the NT. Offshore applications are not yet open.


Northern Territory Graduates


The graduate pathway largely continues last financial year’s policy, including:
  • Applicants mustcomplete two years of study in the Northern Territoryand hold one or more qualifications;
  • and, after completing the course, hold a visa with full work rights (generally a Subclass 485 / Graduate Work visa, including a 485 bridging visa) andreside continuously in the Northern Territory for at least six months;
  • and at the same time, demonstrate that they are actively seeking employment in the NT related to the nominated occupation.

If a graduate has not met the requirement of residing in the NT for six months after graduation, the state government will only consider issuing a Subclass 491.

NT Residents


For applicants who are not NT graduates but are currently living in the Northern Territory and wish to apply for a Subclass 190, the following conditions must be met:
  • Demonstrate that, prior to lodging the application, they haveresided continuously in the Northern Territory for two years;
  • and demonstrate that no secondary applicant resides in another Australian state or territory;
  • and also demonstrate that, prior to lodging the application, the applicant hasat least two years of continuous full-time relevant work in the Northern Territory, and will continue working for the next 12 months.

For those who do not meet the above requirements but can satisfy the following, the state government will consider issuing a Subclass 491 invitation:
– For applicants who began residing in the NT before 1 July 2020,the following must be demonstrated:
  • continuous residence in the NT for at least six months prior to lodging the application;
  • no secondary applicant residing in another Australian state or territory;
  • at least six months of continuous full-time relevant work prior to lodging the application, with continued work for the next 12 months.
– For applicants who began residing in the NT on or after 1 July 2020,the following must be demonstrated:
  • continuous residence in the NT for 12 months;
  • no secondary applicant residing in another Australian state or territory;
  •  at least six months of full-time relevant work experience in the NT prior to lodging the state nomination application, with continued work for the next 12 months.

All work must satisfy:
  • the workplace is located in the NT, and the employer has been operating in the NT for at least 12 months
  • co-working / shared office positions will not be prioritised
  • remuneration must be at the industry average wage

This financial year the NT government has placed strong emphasis on the importance of work. Applicants must provide compelling evidence that the nominated occupation has good employment prospects in the NT, including but not limited to a job offer, employer letter, job advertisements, and feedback from potential employers.

Current state nomination status across all states and territories

New South Wales:The occupation list and application requirements will be released shortly (applications are not recommended before this financial year’s policy is published). No pre-invitation has been issued this financial year.


Victoria:Victoria announced yesterday that it has opened state nomination applications for the new financial year, allowing more occupations to apply. Canberra:The Canberra government was the first to announce its transition state nomination quota figures: for the 2022–23 financial year, Canberra’s transition allocation is 800 Subclass 190 and 1,920 Subclass 491 places, totalling 2,720.

QueenslandConfirmed on 9 August to have received its provisional quota; applications expected to open very soon.The main directions for this financial year’s policy were announced at a previous information sessionprimarily relaxing conditions for some local graduates, opening the work pathway to offshore applicants (onshore applicants largely unchanged), and reopening the Subclass 188E investment stream.The application pathway remains closed for now, and will not open until at least the nomination quota has been received. South Australia:The occupation list and application requirements will be released shortly. The application pathway remains closed; no pre-invitation has been issued this financial year.


Tasmania:Yesterday (11 August) Tasmania announced its 2022–23 financial year transition quota: 2,000 Subclass 190 places (up from 1,100 last financial year) and 1,350 Subclass 491 places (down from 2,200).


Western Australia:The occupation list and application requirements have been confirmed and published — great news for local graduates!
