Last week’s 2022–23 federal budget announcement brought welcome news for PR quotas — beyond the skilled migration categories, parent migration quotas have also increased, rising from 4,500 to6,000 places for parent migration(covering the period 1 July 2022 to 30 June 2023). This 6,000 covers all parent visa categories combined; the exact split between the contributory stream and the non-contributory (queue) stream has not yet been announced,but if we apply the same 4:1 ratio as the previous financial year,the contributory stream would receive 4,800 places, and the non-contributory stream 1,200.
Parent Migration Processing Progress — Reference Table
Based on these assumptions, we have prepared a projected processing progress table for parent migration, offering a rough estimate of how far cases will advance during the coming financial year ↓↓↓
️Key assumption underpinning this table:
We estimate thatthis financial year will clear applications lodged up to June 2016,and there is one important point to note — thetotal quota and monthly processing figures are estimates (4,800 ÷ 12 = 400 per month); the actual monthly figures from the Department may vary slightly.
This projection also reflects an ideal scenario;cases such asSubclass 103 converting to Subclass 143, or Subclass 804 converting to Subclass 864,which involve queue-jumping, cannot be predicted in advance and have not been factored in;we have also assumed, under the ideal scenario, that all 4,800 contributory stream places go to Subclass 143, so actual processing progress may be somewhat slower.
If your case is coming up — start preparing your documents now
While the processing pace is still not as fast as we would like, it has improved compared to before.If your application is likely to be assessed next financial year according to this table (applications lodged before December 2016), or if your case is coming up soon (lodged in the first half of 2017), now is the time to start preparing your documents,in particular, make sure your taxable income for this financial year meets the requirements (the AoS requires two financial years of income). Of course, if you have not yet lodged, we still recommend submitting your parents’ application as soon as possible to secure a place in the queue.

Income Requirements for the Financial Assurer
When it comes to the income requirements for the financial assurer, you should not only ask“how much”, but also“when”.
When must the income requirement be met?
The financial assurer does not need to meet the income requirement at the time the visa application is lodged. So exactly when must it be satisfied? To answer this, we need to refer to the relevant Legislative Instrument under migration law — the Social Security (Assurances of Support) Determination 2018
First, there are three basic concepts regarding financial years you need to understand (see diagram below):
According to Part 5 of that document (see diagram below), the income requirement actually applies tothe following two financial years:
– the financial year in which the AoS is processed (i.e., when the case is assigned to a case officer) — the current financial year, and
– the financial year immediately prior to when the AoS is processed — the first financial year
In simple terms, you need to meet the income requirement for both the current financial year and the previous financial year.
(In some exceptional circumstances, the second financial year prior may also be required — we will not go into detail on that here.)

What documents are needed to prove your income?
Once both requirements are met, what documents does the financial assurer need to provide?
For the previous financial year,you will need to provideyour prior-year tax return,with the taxable income figure meeting the required threshold;
for the current financial year,you will need to submitpay slips and a letter from your employer
As a reminder,if you lodged your application in the second half of 2016,you should start working towards meeting the income requirement this financial year, as your case is very likely to come up for assessment next financial year.
I am also in the process of requesting additional data from the Department of Home Affairs — as more information becomes available, I will provide a more accurate processing progress update.
Can four people serve as AoS financial assurers? No!
Finally, let us clear up a misconception that has been circulating. In recent days, several clients have asked us whether the relaxation of parent visa AoS rules has expanded the maximum number of financial assurers allowed — saying the limit had changed from two assurersto four.
In fact, that is not correct — this change does not apply to parent visa applicants.
While financial assurers are required for many visa types, not just parent visas, the Department’s recent expansion of the assurer limit applies specifically to applicants for a humanitarian visa (Subclass 202), and does not apply to parent migration.
The legislation is very clear on this:it targets the Community Support Programme,a programme designed to allow communities, individuals, and families to support people who need to migrate to Australia for humanitarian reasons, helping them integrate into the community as soon as possible.
The relevant legislative Amendment only modified Part 4 of the Social Security (Assurances of Support) Determination 2018 (which is specific to the Community Support Programme)and did not amend Part 3, which is the section that applies to ordinary applicants.
