Recently,Victoria’s state nomination Digital Sectorhas added many new sub-sectors — and this is genuinely great news! Victoria has finally extended an olive branch to IT professionals. Based on how the state nomination programme has been updated continuously since its announcement — for example, when secondary school and early childhood teachers with STEMM skills were newly added, relevant applicants were invited almost immediately — this latest expansion of IT sub-sectors signals that this financial year, for IT professionals in Victoria’s state nomination, the golden window isjust around the corner!

The sub-sectors listed under Digital Sectors on the Victoria government website

(21.10.5version)

At a previous state government information session, it was explained thatthe approximate allocation of state nomination quotas for this financial year, with the Digital Sector ranked second.

During this period, Newstars has received many enquiries from IT professionals, with the main question being whether they fall under one of thenewly added sub-sectors. We have therefore put together a brief summary of each sub-sector to help everyone understand exactly what kind ofIT talent Victoria is looking for.

AgriTech · Agricultural Technology

The main definition covers using IT skills inagriculture, horticulture, and aquacultureto improve yield, efficiency, and profitability. Soif a company’s primary business is to provideIT support for the agriculture sector, working in an IT role at such a company means you can consider lodging an application.

Artificial Intelligence · AI

This category is straightforward:if your company is engaged in AI-related research and technical support and you perform corresponding IT work there, you definitely meet the requirements. There are alsosome students who studied IT in Australia with a specialisation in AI— if your current role involves AI-related technical knowledge, you can also consider applying.

Cyber Security · Network Security

This category is also fairly clear: ifyour company provides cybersecurity-related technical support and you perform corresponding IT work there, you definitely meet the requirements. There are also studentswho studied IT in Australia with a focus on cybersecurity, and if your current role involves cybersecurity-related technical knowledge, you can also consider applying.

Digital Games · Video Games

This category is also fairly straightforward: if your company isa gaming companyand you areperforming programming or design work there, you meet the requirements.

EduTech · Education Technology

This generally refers to the sector comprising companies that create educational technology — specifically, any company that uses IT to support the education industry can be considered within this category. For example, companies thatprovide technical support for the PTE examination system,or alternativelydesign student management systems for schools— those working in IT roles at such companies can consider lodging an application.

Energy and Resources Tech · Energy and Resources Technology

Companies that use IT to supportthe more efficient processing and transportation of energy and resources. Companies in this category are relatively rare, but if the primary business of your employer is genuinelyproviding IT support to the energy and resources industry, you can confidently lodge an application if you work in an IT role there.

FinTech · Financial Technology

This covers technology and innovation that competes with traditional financial methods in delivering financial services, using technology to improve financial activities. GPS Imaging & Geospatial · GPS Imaging and Geospatial Technology

Companies whose primary business is providing geospatial technology support should generally be fine. There are not many such companies, and they typically deal directly with the Australian government, as the work involves national mapping and GPS positioning — most take on government contracts. Some Australian university IT programmes offer a geospatial technology specialisation— graduates in this field who are working in relevant roles can consider lodging an application.

Health and MedTech · Health and Medical Technology

Companies whose primary business isproviding health-related IT technical support, for exampledesigning online learning systems for registered nurses, or alternativelydesigning websites or apps for the healthcare sector and providing technical support— all meet the requirements. Some Australian universities also offer IT programmes with a health specialisation; if you have secured relevant employment, you can consider applying.

Robotics and Automation · Robotics and Automation

Robotics and automation complement each other — in many everyday situations where full automation is not possible, robots are needed to assist. However, in this sector, being involved in either one is sufficient to meet the requirements. For example,if a company is solely focused on designing robots, conducting research, and providing technical support, that meets the requirements. Similarly, if a company is solely responsible fordesigning and providing IT technical support for automation-related production lines, that also qualifies, and professionals in either IT or Engineering can confidently submit an application.

Smart Cities and Infrastructure Tech · Smart Cities and Infrastructure

Smart cities represent a framework primarily composed of information and communication technology, designed to develop, deploy, and promote sustainable development practices to improve the liveability, productivity, and sustainability of towns and cities across Australia in response to growing urbanisation challenges. If a company’s primary businessis to help government achieve this overarching goal of an efficiently functioning city,it meets the requirements. For example, designing transit apps, websites, optimising payment systems, Internet of Things (IoT), and related IT technical support— all of these can be considered for application!

Transport Tech · Transport Technology

Companies whose primary business is providing IT technical support related to transport can meet the requirements. For example, smart bicycles, maglev trains, multidirectional lifts, navigation systems, dronesand so on — if your company primarily provides technical support in these areas and you work in an IT role, you can consider applying.

Victoria State Nomination — Invitation Results This Financial Year

Victoria’s state nomination programme has issued three rounds of invitations this financial year. Subclass 190 invitation scores have mainly been concentrated at a raw EOI score of 85–90, with a small number of exceptional talent applicants invited at lower EOI scores due to working in priority sectors. Subclass 491 invitations have been fewer, but applicants who meet the basic requirements are generally very likely to receive an invitation.

Across the first two rounds, the number of invitations issued to the Digital Sector was very limited — only a handful of applicants in cybersecurity-related IT roles were invited, with a raw EOI score of 90.The main reason is that the Digital Sector previously covered too few categories, leaving the vast majority of IT workers unable to qualify. The addition of so many new IT sub-sectors this time shows that Victoria genuinely needs this talent!

On Friday 1 October, thelatest third round of state nomination invitations was issued, with IT applicants receiving invitations under both Subclass 190 and 491, and more IT sub-sectors began receiving invitations, and the specific information we have gathered is shown in the figure below.

!

Based on the results to date,we recommend that IT applicants who meet the requirements and have a raw EOI score of 85–90 submit their Subclass 190 ROI application as soon as possible!

Of course, applicants whose score is not yet sufficient can still submit an ROI firstto give yourself an additional chance. Work on achieving a PTE score with 8+ across all bands and other score-boosting qualifications as soon as possible — once your score improves, simply withdraw the current ROI and lodge a new one.

If you live and work in a regional area of Victoria,Subclass 491 has less competition and more opportunities— applicants who meet the basic requirements are generally very likely to be invited, making it a solid option as well.

Consultation · Assessment · Summary

From the above summary, it is clear that IT can truly be applied across a vast range of fields — touching virtually every aspect of daily life. While the various sub-sectors may seem complex and varied, they share a common thread: using advanced technology to serve every facet of life and achieve a higher quality of living. These are the IT professionals who can genuinely make a meaningful contribution to Victoria — and one finally understands the intention behind Victoria’s official website tagline “Live in Melbourne” and the ambitious goal of creating the world’s most liveable city!

So asan IT graduate, if you can clearly understand your company’s primary business and articulate the important role your position plays in the overall process, and your company’s primary business happens to fall within one of these categories, be sure to submit your Victoria state nomination ROI as early as possible — you may be exactly the talent Victoria is looking for!
