Australian visa policy changes explained: the latest requirements for second Subclass 485 visas, student visa renewals and secondary applicants

Key points

What should I check before planning an Australian visa renewal, Subclass 485 application or secondary application?

Check your visa conditions and key dates in advance. Make an overall assessment that takes into account your current visa, previous visa history, qualification level, age, English test results, Australian work experience and the migration goals you want to pursue.

  • Since early 2026, Subclass 407 employer sponsorship approval, training position nomination and the visa application must proceed separately, generally with approval at one stage before moving to the next.

As Australia’s policies on secondary applicants for student visas and a range of onshore visa renewal pathways continue to change, visa planning now requires greater care.

We have repeatedly reminded readers recently that, if you are currently eligible and plan to renew a visa, apply for a Subclass 485 visa or add a secondary applicant, you should check your visa status and eligibility as early as possible. Do not wait until your visa is about to expire before preparing.

Below, we address several questions we have frequently received recently.

Can graduates who studied in regional Australia still apply for a second Subclass 485 visa?

Applications are still possible. Eligible applicants are advised to prepare as early as possible.

Many students mistakenly believe that, after receiving their first Subclass 485 visa, they must wait until it is close to expiry before applying for a second visa based on regional eligibility.

In fact, if you meet the requirements for a second Subclass 485 visa, you can apply as soon as you have received your first visa. Applying early will not cost you any of the time on your original visa.

However, a second Subclass 485 visa involves regional residence and work requirements, and the visa may carry conditions restricting you to particular areas. Before applying, confirm that you meet the residence, study and work requirements and have complete supporting evidence.

Graduates who already meet the requirements for a second visa should confirm their eligibility and arrange their application in advance, rather than waiting until their first Subclass 485 visa is close to expiry.

What should students approaching graduation know about applying for a Subclass 485 visa?

For graduates who hold a Subclass 500 Student visa and complete an eligible course in Australia, the Subclass 485 Graduate visa is usually one of the most immediate temporary visa options to consider after graduation.

In light of recent policy changes, we particularly recommend that students approaching graduation prepare their English test results in advance.

Some students believe that, if they have not achieved the required English scores before graduation, they can first apply for a Subclass 600 visitor visa to stay in Australia and take their time preparing for the test.

However, visitor visa applications are currently being assessed relatively strictly. Some applicants may receive only a short stay even if approved, and conditions such as 8503 No Further Stay may be imposed. A visitor visa refusal may also trigger Section 48 restrictions, affecting the applicant’s ability to lodge other visa applications in Australia.

A Subclass 485 application must be lodged in Australia. If a problem with a previous visa prevents you from lodging a Subclass 485 application onshore, it may directly affect your subsequent visa plans.

You must also pay close attention to the validity period of English test results for a Subclass 485 application. For graduates from mainland China, the results currently used for a Subclass 485 application must meet the applicable validity requirements. Results previously used for admission to an educational institution may therefore not be suitable for a Subclass 485 application.

The English requirement for Subclass 485 has also increased. Applicants must achieve an overall score of 6.5 and meet the minimum score for each component. Qualifying PTE results are also accepted.

We therefore do not recommend simply taking a test to see how you go. Plan your English test results, visa validity and graduation timing in advance.

Subclass 485 applications are also subject to a time limit and generally need to be lodged within the prescribed period after course completion. Students approaching graduation should confirm their course completion date and Subclass 485 lodgement deadline in advance.

Can someone who is already working apply for a Subclass 407 Training visa?

Yes, but particular attention must be paid to whether the applicant’s background matches the purpose of a training visa.

The Subclass 407 Training visa is fundamentally an occupational training visa, rather than a visa simply for extending your work or stay in Australia.

Current Subclass 407 assessments place considerable emphasis on whether the training position is genuine and the training arrangements are reasonable. Applicants who have already spent a long time in Australia and have extensive relevant work experience need to explain particularly carefully why they still need the proposed training.

For example, applicants seeking to stay in Australia through a Subclass 407 visa after a lengthy period of work on a Subclass 485 visa, or after working for years on a working holiday visa, need to pay particular attention to whether their overall visa history and training plan are reasonable.

For these applicants, the key is not whether they have a job, but whether the training arrangements are genuine, reasonable and aligned with their career development.

What has changed in the Subclass 407 application process?

A Subclass 407 application usually involves three stages: employer sponsorship approval, nomination of the training position and the visa application.

Since early 2026, these three stages have had to proceed separately. Approval at the preceding stage is generally required before moving to the next, so the overall application process may take longer.

Applicants who already have one year of relevant full-time work experience can also assess whether the Subclass 482 Skills in Demand visa is more suitable for their circumstances.

If you are already working in Australia, you can compare the Subclass 407 and 482 pathways in light of your qualifications, work experience, occupation and employer’s circumstances.

Can I choose VET or TAFE if I want to study another course in Australia?

If you have completed a bachelor’s or master’s degree, you should be particularly cautious about applying for a VET or TAFE course at a substantially lower qualification level.

The Australian Government is increasing scrutiny of whether student visa applicants’ course choices are reasonable, particularly where someone who has completed a higher qualification chooses a significantly lower-level course. This may raise concerns about studying below an existing qualification level.

If you have completed a bachelor’s or master’s degree and want to continue studying in Australia, we therefore do not recommend choosing a course at a substantially lower level solely because a particular trade currently offers migration opportunities.

A more reasonable approach is to assess your qualifications, age, English proficiency, visa history and future career direction before choosing your next course.

For example, bachelor’s graduates can consider a master’s degree, while applicants who already hold a master’s degree can assess whether a reasonable higher-level study pathway is available.

Students with strong English proficiency can explore nursing, secondary teaching and broader health-related fields, depending on their circumstances.

Another approach is to complete a higher-level course first, such as a master’s degree after a bachelor’s degree, and then consider other skills courses in light of future employment and migration plans, provided visa and study requirements are met.

Applicants who have completed a master’s degree or are older need to take greater care

If you have already completed a master’s degree or are over 28, a further student visa application requires particularly careful assessment.

This is especially relevant if you have previously held a Subclass 485 visa. Applying for another student visa may involve issues such as offshore lodgement, so the application cannot simply be approached in the same way as that of a typical international student.

These applicants should first assess their overall visa history, study plans and future career goals before deciding whether to continue along the student visa pathway.

Is the Subclass 462 working holiday visa still available?

It is still available, but lodgement for mainland Chinese applicants for this financial year has closed, with the ballot stage to follow.

If you plan to enter Australia on a Working Holiday (Subclass 462) visa, you therefore need to monitor the upcoming ballot arrangements and the opening date for the next financial year.

Based on the information currently available, details for the new financial year are expected to await further official announcements.

Can a Subclass 482 visa still include secondary applicants?

Eligible secondary applicants can still be considered for inclusion on a Subclass 482 visa.

Recent reforms explicitly refer to future restrictions on secondary applicants for Subclass 500 Student visas, although the detailed implementation arrangements are still being rolled out.

Whether Subclass 485 visas will also be subject to a blanket ban on secondary applicants still requires further confirmation. Applicants who currently meet the requirements and want to add a partner or child as a secondary applicant are therefore advised to avoid unnecessary delays.

The recent student visa policy changes have not resulted in a blanket removal of secondary applicant arrangements for other non-permanent temporary visas.

For example, if your partner currently holds a temporary visa such as a Subclass 482, 407 or 491, you may be able to join them through a subsequent entrant application, subject to the relevant requirements.

However, if your partner is awaiting a Subclass 189, 190 or 491 visa grant and the primary applicant’s visa has not yet been granted, particular care is needed with the timing of adding a secondary applicant.

If the primary applicant has lodged a Subclass 189, 190 or 491 application that has not yet been approved, we do not recommend directly joining the application as a secondary applicant during processing. First confirm the specific visa category and applicable rules.

Why is advance preparation more important for visa planning now?

Australia has recently introduced a concentration of visa policy changes, affecting secondary applicants for student visas, onshore renewals, course qualification levels, Subclass 485 applications and visitor visas.

For people already in Australia, the main situation to avoid is waiting until an existing visa is about to expire before looking for the next option.

In particular, those with a Subclass 485 visa nearing expiry, those preparing to apply for one or add a partner or child, those considering a Subclass 407 Training visa, and those who have completed higher education and plan further study should check their visa conditions and key dates in advance.

Visa planning involves more than checking whether a particular visa is available. It requires an overall assessment of your current visa, visa history, qualification level, age, English test results, Australian work experience and future migration goals.

When policies are changing rapidly, early assessment and document preparation can leave you with more options for your next visa.

Questions and answers

What should I consider before taking a lower-level VET or TAFE course after a bachelor’s or master’s degree?

Particular care is needed. Scrutiny of whether course choices are reasonable is increasing, and choosing a substantially lower-level course after a higher qualification may raise concerns about studying below your existing qualification level.

Which work visa can I assess if I already have one year of relevant full-time work experience?

You can assess whether the Subclass 482 Skills in Demand visa is more suitable for your circumstances.
