I. WA’s First 2023 Pre-Invitation Round — Popular Occupations Securing Subclass 190 with 70 Points!

Western Australia, holding the third-largest state nomination quota with a notably low utilisation rate past mid-financial year, finally issued its first 2023 pre-invitation round last Friday. Recipients we are aware of include:
-ICT BA 85+5 General stream — applicant residing in WA
-261311 Analyst Programmer 80+5 General stream — applicant residing in WA
-261312 Developer Programmer 75+5 General stream — applicant residing in WA
-Civil Engineer  70+5  applicant in WA
……
The state government shortly after released the complete invitation data for this round.All invitations issued in this round were for Subclass 190General stream  schedule 2 issued 1,500 Subclass 190 invitations,the highest of any category. Local graduates in higher education received 185 invitations and VET courses received 54. General stream  schedule 1 (mostly healthcare occupations) also invited applicants residing interstate.
Key focus: General stream  schedule 2.A minimum base score of just 70 points is sufficient to secure Subclass 190,with eligible occupations including:

The vast majority of occupations invited in this round require only 70+5 points for Subclass 190; a small number require 75+5 points.
In addition, this round issued no Subclass 491 invitations and did not include the ever-popular Accountant (General). We have contacted the state government to understand the reasons — we will share updates once available.

II. Subclass 489→887 Finally Sees a Grant Wave — Now Reaching July 2021 Applications!

This week, Subclass 491, 190 and 189 continued the grant momentum of recent weeks. The standout news came from Subclass 887 — a long-awaited surge in grants has finally arrived.The grant wave ran from Thursday to Friday, with the main backlog that had been stalled at September 2020 making a significant leap forward — we have now seen some April, May, June, and July grants. Those who submitted in September–December 2020 and did not receive a grant on Thursday began receiving good news on Friday.Overall, the majority of grants went to applications submitted in late 2020 and early 2021, including both single applicants and those with spouse/dependants.

We also noted from the grant letters thata significant number of new case officers have joined the Subclass 887 team,at least 6 new officers — though it is unclear whether they will be dedicated to Subclass 887 going forward or providing short-term support.Subclass 887 has no grant quota cap,so more case officers will certainly mean more grants. We hope this momentum continues.

III. Department of Home Affairs: Contributory Parent Migration — 12-Year Wait? Sufficient Quota This Financial Year

Some readers noticed that the Department of Home Affairs websitenow shows a 12-year wait time for contributory parent migration,up from the previous 6-year estimate. Does this sudden increase mean there is an error? In fact, it does not.

The original 6-year figure was calculated as follows: as of 2023, the Department was processing applications lodged in 2017, giving an approximate 6-year wait. However, in practice the waiting time is projected from the number of applications in the backlog and annual quota allocations.Because the quota is dynamic — it may increase or decrease in future — the projected wait time can change accordingly. So when answering client questions, we can only provide an approximate figure based on current quota settings.

So what does the current financial year’s quota position look like? Based on the current annual allocation of 6,800 contributory places and 1,700 queue places, together with our recent review of monthly parent visa lodgement and backlog data:our current projection shows the contributory parent visa waiting period is approximately 12 years — broadly consistent with the figure now displayed on the official website.

Therefore, for those who have recently obtained PR, we strongly recommend lodging a Subclass 103 or 143 application now to join the queue — you can make final decisions later, as the wait could be very long. If you want to bring your parents over sooner, visitor visas and the Subclass 870 Sponsored Parent (Temporary) visa — which allows parents to stay in Australia for up to 3 or 5 years — are both currently processing normally and being expedited. IV. Latest Data: Temporary Visa Surge, Stronger Processing — Bridging Visas Down!

The Department of Home Affairs’ official report, covering data to 31 December 2022, focuses primarily on temporary visas, with migration data mainly covering Subclass 491 and Subclass 494. Comparing the first half of the 2022–23 financial year with the same period in 2021–22, several clear trends emerge:
-Temporary visas have made a strong recovery in both new lodgements and total holders, with visitor visas, student visas, and working holiday visa holders (WHVers) being the main growth drivers.In the first half of the financial year,student visassaw 247,000 new lodgements; those currently holding student visas onshore number in the hundreds of thousands, with approximately 230,000 enrolled in higher education courses and over 150,000 in VET training
Subclass 482 TSS (employer-sponsored)in the first half of the financial yearalso recorded more than 22,000 new lodgements — on track to exceed 40,000 for the full year,a new record in recent years. Nominated occupations are primarilyICT roles, followed by accounting and auditing, with significant numbers as well,marketing specialists also featuring prominently,followed bychefs/cooks and automotive trades
-Before the Labor government took office last May, inaction by the previous government led to a large number of applicants holdingBridging Visasonshore awaiting a visa grant.More than half a year on, this figure has fallen to approximately 200,000, a 39% reduction compared to the end of 2021
-Turning now toSubclass 491— due to the availability of more options, a number of applicants chose to withdraw their pending Subclass 491 applications in the 2022–23 financial year.As a result, 8,477 Subclass 491 visas were granted in the first half of the financial year, while 2,235 were refused or withdrawnHowever, net new valid lodgements still reached approximately 15,000,and if this pace is maintained,the full-year total is still on track to exceed last financial year’s figure.
