Application for the Talent Pass in Hong Kong

Applications for highly qualified talents in Hong Kong are divided into three categories: ABC:
Category A:Those whose annual income reached HK$2.5 million or above (or the equivalent in foreign currency) in the year immediately preceding application
Category B:Applicants who have obtained a bachelor’s degree from a top 100 university in the world and have accumulated at least three years of work experience in the five years immediately before application
Category C: Applicants who have received a bachelor’s degree from a top 100 university in the world within the five years immediately before application, but have less than three years of work experience (Category C applications); such applications are subject to annual quotas and are allocated on a first-come, first-served basis.
In addition, Category C applications are not applicable to non-local students who have obtained a bachelor’s degree from full-time locally accredited courses in Hong Kong SAR, China.
Category B and C applications are relatively simple, but Category A involves income composition and tax certification, and the situation is much more complicated. It is better to find a professional to check.

“Internationally recognized and well-known institution”It refers to the top 100 universities in these four lists: the top 100 universities/schools in one of the four global university rankings published by QS, Shanghai Jiao Tong University, Times Higher Education and U.S. News and World Report, or the top 30 colleges in the national liberal arts university rankings of U.S. News and World Report.

There are several key points regarding extra points for prestigious schools:
1. For extra points from prestigious universities, whether you have a bachelor’s degree, a master’s degree or a doctorate, as long as you have obtained a degree certificate from any of the top 100 universities in the world, you can add 30 points.
2. Hong Kong China Talent Recognition Historical List, that is to say, as long as the school has been in the top 100 of the four major lists once, whether it was before or now, it can get extra points.

If an applicant graduated from one of the top 100 prestigious schools in the world, he or she can gain 30 points more than an applicant from a non-prestigious school with the same academic qualifications, and the score gap will widen instantly!Talented Talents in Hong Kong, places great emphasis on the applicant’s academic qualifications and work background. The Labor and Welfare Bureau of Hong Kong, based on the Times Higher Education World University Rankings, QS World University Rankings, U.S. News & World Report Best Global Universities Rankings and Shanghai Jiao Tong University Academic Ranking of World Universities, the top 100 universities/institutions listed in these four designated world university rankings in the past five years,A “Comprehensive List of the Top 100 Universities in the World” has been developed. Together with the 8 new universities added in the 2023 Hong Kong policy address, a total of 184 schools are on the list.Among them, three of the newly added institutions are from the mainland: Wuhan University, Harbin Institute of Technology, and Xi’an Jiaotong University.

From the above comparison, we can understand that compared with the talents of Hong Kong,There are 2 different lists of top schools for Gao Caitong:

1、There are fewer talented peopleU.S. News & World Report ranks among the top 30 national liberal arts colleges;
2、Only recognizedTop 100 universities (176) in the four major rankings in the past five years + 8 new ones.

Currently, there are more than 200 schools in Hong Kong that meet the bonus points criteria for the top 100 prestigious schools.Therefore, the range of famous schools for talented students in Hong Kong is larger than the list of famous schools for highly talented students.

Even if you apply for Hong Kong’s outstanding talents and prestigious school points, you may not be able to apply for the Highly Talented programme.
3. Is it better to apply for excellent talents or top talents?
If you are eligible for both the Hong Kong Gifted Talents programme and the Highly Talented programme, you may be confused about which one to apply for.
You can choose from the following aspects:
1. Do you plan to work or open a company in Hong Kong?
2. Do you want to get Hong Kong identity as soon as possible?
3. What is your overall condition?
The most important thing is future planning, which can be considered from the following two aspects.

Not planning to work in Hong Kong → Talent Scheme
Gao Caitong renewal clearly requires Gao Caitong applicants to prove that they are working in Hong Kong, and the applicant’s salary cannot be lower than the market level, and the employer’s company information (company business certificate, financial status documents, etc.) needs to be submitted.
Renewal of the gifted visa in Hong Kong, is more flexible. It can be applied for situations such as children studying in Hong Kong, having business exchanges, or being employed by a company in Hong Kong, or starting a business in Hong Kong, or having certain traces of residence every year, or providing proof of address. Therefore, friends who do not plan to work in Hong Kong, or who are not clear about their future plans, are recommended to apply for the gifted visa.
Planning to work in Hong Kong → Gao Caitong
If the Gao Caitong applicant originally planned to go to Hong Kong to work, open a company or start a business, it is recommended to go to Gao Caitong. The Gao Caitong programme is a standard system. As long as the conditions are met, the approval is faster than that of Hong Kong. You can get Hong Kong status in 4-6 weeks.
In short, if you move to Hong Kong in the future,Plans for long-term employment and life in Hong KongYou can choose Gaocaitong in Hong Kong.
