Last Friday, Western Australia officially released its 2023–24 financial-year policy (for the details, see WA Releases Its 2023–24 State Nomination Policy! Offshore invitation priority lifted — potentially more opportunities!), and announced that it will issue the first round of pre-invitations once quotas are confirmed.This Friday is once again dominated by Western Australia — two pieces of news!

1. It has confirmed that the first round of pre-invitations for this financial year will be issued within August this month.

2. It has also clarified the occupations that can apply for the 190 General Schedule 2 without a job offer — covering civil, structural, building, QS and other occupations.

First, a quick update confirmed on the afternoon of 18 August

WA state officials stated on site: On the matter of state nomination quotas, the program leaders of each state have already met and discussed it, but the quota numbers have not yet been confirmed.

Announced: the first round of pre-invitations for this financial year will be issued within August

Could it happen within the next week?

Western Australia can no longer sit still, and has announced that pre-invitations for the 2023–24 financial year will begin from August 2023. So, as expected, we should see WA’s pre-invitations within the next two weeks.

WA’s invitation model: the applicant submits an EOI — the state government issues an EOI pre-invitation — after assessing the documents, the state government issues the formal invitation (nomination).

In the previous financial year, within the same stream WA mainly selected applicants by: whether they reside in WA and by their EOI score.

But there was essentially no need to compete on points — applicants in the low-to-mid score range could be invited, with a strong preference for applicants willing to relocate to WA.

Confirmed: common occupations such as civil, structural, building and QS

can apply for the WA 190 without a job offer

This applies to the General Schedule 2 190; if you are a local graduate, or you are applying for the 491, there was never a mandatory job-offer requirement to begin with.

Requirements for the General Schedule 2 190

–applications can be submitted from interstate / offshore

–the EOI must reach 65 points (you must reach at least 60 points on your own)

–the nominated occupation must be on the list and have a skills assessment (covering accounting / IT / engineering / organisation / management and other occupations)

– regardless of whether you graduated offshore or interstate, wherever you graduated, there is noprior work-experience requirement

–a 6-month local job offer relevant to the nominated occupation is required, occupations that fall under the building and construction industry sector occupation list are exempt from this requirement

Today, 18 August, the occupations included in the construction industry sector occupation list were clarified as shown below; you can see that they include architect, architectural draftsperson, civil engineering, structural engineering, civil drafter, civil engineering technician, construction project manager, landscape architect, QS, and urban and regional planner, among other occupations

Are there options without a job offer for other occupations?

Yes!

Requirements for the General Schedule 2 491

– no occupation has a job-offer requirement

– applications can be submitted from interstate / offshore

– the EOI must reach 65 points (you must reach at least 60 points on your own)

– regardless of whether you graduated offshore or interstate, wherever you graduated, there is no prior work-experience requirement

– the nominated occupation must be on the list and have a skills assessment (covering accounting / IT / engineering / organisation / management and other occupations)

Popular occupations for offshore applicants include, but are not limited to:

– customer service manager

– cafe or restaurant manager

– Accountant (general) / taxation accountant / management accountant

– conference and event organiser

– cook / chef

– sales and marketing manager

– various computing occupations

– various engineering occupations

– property manager

WA did not require competing on points in the previous financial year!

–invitation scores for all occupations were in the low-to-mid range, 65–80 points, with no need to compete on points

–most invitations went to people settled in WA; interstate / offshore applicants who relocate to WA were invited quickly

This financial year, four priority-invitation industries have been added, ranking third in the order of priority:

Based on the previous financial year, the state government’s invitations were not entirely ordered by priority, so given the new landscape created by the various changes this financial year, it still comes down to the quota numbers and watching how the first round plays out.

As early as the start of this year they signalled that they would push for tens of thousands of state nomination places; whether that is ultimately achieved still depends on what the federal government decides.
