Latest Australian vaccine news, 26–30 April 2021

As of this Friday, 2,121,311 vaccine doses have been administered across Australia, with an average of 38,000 doses given per day over the past 7 days (compared with an average of 53,400 doses per day the week before).


The TGA has confirmed 6 rare blood clot cases across Australia to date, with two new cases this week, possibly linked to the AstraZeneca vaccine. The Chief Nursing and Midwifery Officer said the cases will definitely be thoroughly investigated, but urged the public not to jump to conclusions.


NSW has confirmed a large-scale vaccination hub will begin operating at Sydney Olympic Park on 10 May. Victoria has proposed building a new COVID-19 quarantine facility next to the pet quarantine centre north of Melbourne,

1. Minister for Immigration: over the coming years, the migration program will give high priority to filling needed skills and shortages during the economic recovery

At a recent live event hosted by the Committee for Economic Development of Australia (CEDA), the Minister for Immigration reiterated that migration will play a vital role in Australia’s recovery from the pandemic,and that over the coming years the government may focus on skilled migration to fill shortages in technical skills, along with the roles and skills needed for the pandemic recovery.


The Minister continued to send positive signals on migration, acknowledging that the federal government recognises the adjustments brought about by the pandemic Going forward, both temporary migration and skilled migration will matter, along with the broader economic migrant cohort including international students, visitors and temporary visa holders.


Overall,migration policy in the post-pandemic phase will become more flexible, aiming to match what is genuinely needed,Australia has already madetemporary adjustments to many visas, and there will be more to come, including changes to the Priority Migration Skilled Occupation List (PMSOL), which currently lists only 18 occupations.


The Prime Minister previously mentioned thatregional Australiacurrently has 54,000 job vacancies that employers are unable to fill


Among these,agricultureis one of the hardest-hit sectors, with horticultural workers alone estimated to be short by around 22,000. The farming and cropping sector’s labour shortage has been raised repeatedly since the start of the pandemic, and while the government has tried a number of measures, results so far seem to be middling. Also mentioned werethe nursing and aged care sectors, with the Prime Minister suggesting that once migration resumes, adjustments will be made to meet the needs of fast-growing sectors such as nursing and aged care. The government may considerreviewing the visa categories for agriculture and hospitalityand other industries, since these industries have long relied on temporary visa holders.

2. South Australia reopens applications for the accountant and chef occupations

This Thursday South Australia reopened the onshore application stream for chefs, management accountants, general accountants and tax accountants

General accountant:

Both Subclass 491 and Subclass 190 can be applied for, but Subclass 190 is currently only available under the Talent and Innovators program.

The work requirement for Subclass 491 for local graduates is,having worked in the nominated occupation or a highly related occupation in the Greater Adelaide area for the past 12 months to now; or having worked in the nominated occupation or a highly related occupation in outer regional South Australia for the past 6 months to now. Applicants who have long lived and worked in outer regional South Australia are entitled to certain exemptions.


Chef

Both Subclass 491 and Subclass 190 can be applied for.

The work requirement for Subclass 190 for local graduates is,for the past 12 months to now,in outer regional South Australiahaving worked in the nominated occupation in the area


The work requirement for Subclass 491 for local graduates is,having worked in the nominated occupation in Greater Adelaide for the past 12 months to now; or in outer regional South Australia for the past 3 months to nowhaving worked in the nominated occupation

3. Parent visa quotas for the 2020–21 financial year announced — the contributory stream cut by nearly 2,500 places

This financial year there are only 4,500 PR grant places for parent migration in total,and the most popular Subclass 143 Contributory Parent visa has already confirmed it will use up its entire quota early.The legislative instrument published this week also disclosed the detailed allocation of this financial year’s parent visa quotas (based on past years’ experience, the detailed parent visa quotas are usually only announced late, typically becoming known in the middle-to-latter part of the financial year):

Contributory parent visas

including Subclass 143/173/884/864, have 3,500 places in total, down 2,496 from last year’s 6,069!

Non-contributory (queue) parent visas

including Subclass 103/804, have 900 places in total, down 325 from last year’s 1,275, and down 600 compared with the year before that.

Other family-stream visas

including Subclass 114/115/116/835/836/838, have 500 places in total, and application numbers for these categories are low.

As mentioned above, this financial year’s quota for the Subclass 143 Contributory Parent visa has been used up, with processing currently sitting at applications lodged in June 2016.

4. Canberra issues ACT Matrix invitations for the 14th consecutive week

Canberra issued Matrix invitations this week for the 14th consecutive week, with 19 Subclass 190 and 42 Subclass 491 invitations issued to general applicants:

Accountant:Minimum 100 points for Subclass 491 (lodged mid-April 2021), 110 points for Subclass 190

Architect and Landscape Architects:Minimum 70 points for Subclass 491

Graphic and Web Designers:Minimum 90 points for Subclass 190

Civil Engineering:Minimum 60 points for Subclass 491, 90 points for Subclass 190

ICT occupations 2611/2613/2621/2631/2632:Among those invited,the lowest score to receive Subclass 491 was 60/65 points, and the lowest score among those invited for Subclass 190 was 90 points

Chef:Minimum 75 points for Subclass 491, 90 points for Subclass 190
