New Financial Year State Nomination Boost! NSW/ACT/VIC/SA/TAS All Raise Quotas! Victoria Eases Subclass 190 Requirements and Adds New Fields!


Today, 1 July, marks the start of the 2021-22 financial year! At 9am this morning, the editor received big news! Every state’s specific quotas for this financial year have now been officially published, and quotas for the popular state nomination streams have all gone up! Victoria will reopen applications on 7 July, having announced its requirements ahead of time — much friendlier than this financial year!


This article is divided into two parts,the first part covers each state’s quotas and current situation,and the second part will focus on Victoria!


Part One: Each state’s quotas and current situation


State nomination quotas published on the Department of Home Affairs website this morning

This has been officially confirmed

barring anything unusual, any further revision would only happen if a state government proactively applies for extra quota near the end of the financial year


Comparing the figures, we found —

— Overall, Subclass 190 state nomination quotas rose 15.64%, and Subclass 491 quotas rose 20.9%


— ACT/NSW/VIC/SA/TAS skilled migration quotas were all increased


— In percentage terms, ACT’s overall 43% rise is the most impressive; in absolute numbers, NSW’s 1,290 places is the highest


— Each state has a different focus: ACT is strongly pushing Subclass 491; Victoria, which has a smaller regional footprint, has decided to put its weight behind Subclass 190; SA is “walking on both legs”; TAS’s Subclass 491 quota was badly under-filled last financial year, so this year’s top-up is bigger; and as long as NSW is willing, filling both its Subclass 190 and 491 places shouldn’t be a problem


— For investment streams, every state has kept the same quota as last financial year.


The current situation in the other states:

ACTNomination processing has already resumed this morning, and a number of our clients have already secured their nominations! The new policy is expected to be announced within the next few days!

‍‍‍‍‍‍‍‍‍‍SAIt has also announced ahead of time that skilled and investor migration will reopen on 19 July, with the policy to be published before then

VICThe reopening date is 7 July, still using the ROI system, and the Subclass 190 pre-application requirements have had their threshold lowered (more on this below)

FederalPMSOL listhas added accounting, auditing, ICT, engineering and other occupations — occupations on the PMSOL are expected to show up, to some extent, on some states’ nomination lists too!


Based on the policies and news known so far, state nomination looks set to be the centrepiece of skilled migration for the new financial year. We believe each state’s policies will keep pace with this momentum, and with last financial year’s transition period now behind us — in the second half of the 2020-21 financial year, multiple states were actively issuing invitations, with a positive attitude — and with both quotas and policy now drawing on that experience, the 2021-22 financial year will move into a stable period! So Subclass 189 is gradually becoming a thing of the past — everyone should hurry to find the state nomination pathway that suits their own profession!!!

Part Two will focus on Victoria!



Victoria will open its 2021 financial year skilled migration program on 7 July 2021. The Federal Government has allocated Victoria a total quota of 4,000 places, made up of 3,500 for Subclass 190 and 500 for Subclass 491.

 

This year Victoria will still use the ROI application method,Lower requirements + more fields added!!!

But compared to last year, this year’s application requirements have been eased significantly:

1. The minimum work experience requirement and minimum working-hours requirement have been removed

2. Industry fields have been added

3. Subclass 190 requires occupations at STEMM Skill Level 1 and 2, while Subclass 491 can include occupations at STEMM Level 3.

Newly added fields


Health

You don’t necessarily need to work in nursing itself (e.g. as a nurse) — you can be a worker within the broader care sector (e.g. a software engineer working in a hospital)

 

Medical Research

Besides researchers working at universities and research institutes, applicants can also be involved in drug trials and production, medical/healthcare product manufacturing, medical devices and e-health work.

 

Life Science

Workers in food processing, health supplements and cosmeceuticals can apply.

 

Digital

IT applicants should pay particular attention: under this field, Subclass 190 nominations currently only accept applicants working in CYBER SECURITY. However, IT workers in other fields are still encouraged to apply (for example, software engineers working in medical research)

 

Agri-food

R&D work in food growing and production, and modernised production, including research and development in advanced manufacturing

 

Advanced manufacturing

Work in security and aerospace, including production, design and logistics roles

 

New energy, emissions reduction andcircular economy

This field includes clean energy, renewable energy, bioenergy, carbon capture and energy storage


Care-sector applicants

Nurse-related applicants need to take extra note: ANZSCO 254499 – Registered Nurses nec is still not on the list.But if you are employed by a healthcare facility (such as a hospital or aged-care home), your application will be given priority processing.


The nomination work requirements are as follows:

1. You must currently be living in Victoria and already working within the specified industry field (casual work is acceptable)

2. The work must be highly relevant to the nominated occupation (work that is not highly relevant to the nominated occupation will not be accepted)

3. You need to provide your employment contract, recent payslips and recent superannuation account information (you may be asked for additional payslips and reference letters)


Victoria’s residency documentation:

Rental agreement, deposit receipt, utilities bills — please note in particular: your English test result must still have at least 12 weeks of validity remaining when the nomination application is submitted

 

PhD applicants need to take particular note: if you are still receiving a scholarship or completing an internship required for your qualification, your work will not be recognised

 

Processing time: 2 weeks

If a nomination is refused, you are barred from re-applying under the same subclass for 6 months
