The federal eligibility requirements for this programme are as follows:
1. Within 5 years before applying and before the end of processing, two years of relevant self-employment experienceis required. Specifically:
2. Under this programme’spoints system, you must score at least 35 points, with the detailed scoring table as follows:
As the scoring table shows, reaching 35 points is very straightforward, because this isnot a high-score selective system, so you simply need to meet the minimum threshold —the points requirement is a necessary but not primary condition; meeting the threshold is sufficient, what matters more is demonstrating your industry experience and capabilities — this is a programme that values soft skills.
3. You must be able to demonstrate that you can carry out self-employment in the relevant industry in Canada — in other words, you needa viable self-employment business plan. This is the key to success or failure in the application.

☆ Keys to Success ☆
Based on the immigration authority’s requirements, this programme is not overly complex. But in practice, how do we determine whether we are suitable for this programme, and how do we approach the application correctly?Below, we have summarised several key success factors for your reference:
★ A. Whether You Qualify as Self-Employed
A. Determiningwhether you are self-employedis the most important criterion — your primary source of income must comefrom a personally owned business engaged in the relevant field of work,or from commissions earned as an independent contractor.
For example, a music teacher employed by a school has a stable teaching position, but also runs a private tutoring business and performs in music events on the side — with the part-time work hours and income far exceeding those of the main job. This could be considered self-employment.
★ B. Whether You Work in a Cultural or Sporting Field
Which industries count as cultural or sporting fields? The immigration authority has previously issued an occupation guide, but this is not the sole assessment criterion — it can only be used as a reference.
★ C. Whether You Can Execute a Self-Employment Business Plan
This programme has no specific requirements foracademic qualifications, English proficiency, finances, or age— no explicit rules are set,but they are by no means irrelevant. All of these are tied to the self-employment business plan — the programme requires submission of a detailed self-employment plan, andthe immigration authority will assess the plan’s feasibility by taking a comprehensive view of your personal capabilities.Applicants who are able to do so are advised to provide language test results and demonstrate savings of at least CAD 20,000.
★ D. Whether You Have Externally Recognised Achievements
Under the self-employment migration criteria,self-employment experienceandworld-class achievementsare treated astwo separate concepts —however, having two years of self-employment experience does not mean you are exempt from demonstrating your accomplishments. The reasoning is that the immigration authority views someone with no achievements as unlikely to succeed in self-employment in Canada. Put another way, the self-employment migration quota is limited, and when selecting candidates, the authority will naturally give priority to those with demonstrated achievements.
In short, this programme involves a degree of subjective assessment. When preparing your documentation, all materials must vividly demonstrate that you are genuinely a professional in the cultural and sporting sector, that you have sustained yourself well through self-employment over an extended period, and that you have achieved a level of professional recognition(world-class recognition is not necessary, but you should at least have significant influence in the relevant field domestically — in plain terms, prove how accomplished you are: awards, published works, endorsements from industry leaders, participation in professional conferences, academic papers, media coverage, student achievements, and so on are all excellent supporting evidence).
At the same time, we need tosubmit a future self-employment plan to the immigration authority, and this plan must be grounded in the applicant’s domestic self-employment history. It should further use achievements to demonstrate that the applicant stands out in their industry, has the capacity to continue self-employment in Canada in the future, and is able to contribute to the relevant sector in Canada.
Golden period — ample quotas. Seize the opportunity!
The Canada Federal Self-Employment immigration programme is currently in its golden period — quotas are ample, processing times continue to shorten, and interview locations have moved from Hong Kong to Beijing. The Canadian immigration authority is actively working to improve processing efficiency. For professionals in the cultural and sporting sectors, this is truly an opportunity not to be missed: low cost, short timelines, high success rates. It would be a real shame to let this one pass by.
