The 2022–2023 financial year quota is currently set at 160,000,In early September, the federal government will consult with various stakeholders on employment and skills shortages,In October, the newly elected Labor government will announce its new budget. Current indications suggest the overall migration quota for Australia may be increased.


Within the current 160,000 allocation,the total skilled migration quota for this financial year is 109,900 places,representing approximately 70% of the total — an increase of nearly 40% (over 30,000 places) compared to the 2021–22 planned annual quota of 79,600.


Within the skilled migration programme, quotas for the independent skilled, state-nominated, and employer-sponsored categories have all increased compared to last financial year’s planned allocations. The specific increases are as follows:

– The quota for skilled independent migration has grown from 6,500 to 16,652 — an increase of 10,152 places, a rise of 156%;

– The quota for state-nominated migration has grown from 11,200 to 20,000 — an increase of 8,800 places, a rise of 78.6%

This financial year,five states have officially announced the opening of an offshore applicant pathway— including the ACT, Queensland, Tasmania, Western Australia, and Victoria, and the Northern Territory. Within this financial year, the ACT has added occupations to its list, and Queensland, Tasmania, and Western Australia have published their core policies.


Victoria has not yet published its policy, but it has confirmed it will open the offshore pathway. New South Wales and South Australia both opened offshore pathways in the previous financial year.

Subclass 189 skilled independent migration


The migration quota for this financial year has been increased to 16,652. Subclass 189 issues invitations every three months — a round was originally due in July, but no announcement has been made as yet.


It remains to be seen whether the increased quota will translate into actual benefits this financial year. Additionally, offshore applicants must compete directly against onshore international students for points — this pathway is recommended as a backup option only.
