The ACT — our benchmark state government — has done it again: it received its interim quota on the afternoon of 9 August, began issuing formal nominations that same afternoon, and applicants continued receiving confirmation letters this morning.On the morning of 10 August it released a new round of Matrix invitations, and based on our clients’ results, scores have already dropped somewhat — check the official website for full details. It has also been the first to publicly announce the interim state nomination quota numbers!

How long will the interim quota last?
Possibly 3–6 months.
Wecan draw a parallel with a similar situation in the 2020–21 financial year, when COVID-19 disrupted everything. The budget, originally due to be announced in May 2020, was delayed until October, meaning that as the new financial year began nobody knew what the migration allocations would be — let alone the overall state nomination quota. An interim quota was therefore issued at the timeto carry state governments through July to October.
A small hiccup did arise in the 2020–21 financial year: it was not until just before Christmas in December that the overall quota was finally confirmed, and quite a few state governments had already exhausted their interim allocations,so in practice the interim quota ended up sustaining operations for nearly six months.
Turning to this financial year: we therefore estimate the interim quota will cover a 3–6 month period.We hope the current government can move efficiently, and that once the visa grant quota is confirmed in October, an announcement on the overall state nomination quota will follow in October or November.
On the question of how long the quota will last, we have also written to the state government — we will keep you updated as soon as we hear back.
ACT Matrix Invitations — Score Drops on the Horizon!
The ACT Government has always been diligent and thorough,but the biggest issue last financial year was that Matrix scores climbed steadily from the second half of the year onwards,with accounting, IT, and other popular occupations requiring 100+ points to receive a Subclass 190 invitation.
The reason: overseas applicants were added to the pool, the quota remained fixed (with no supplementary allocations received), and as competition increased so did scores —not what applicants wanted, and not what the state government wanted either.
The state government said early on: this financial year they would seek more state nomination quota from the federal government to give more people an opportunity.
Now that we can see the interim quota has far exceeded the total allocation for the entire previous financial year — if, purely as a hypothetical, we treat these 2,720 as a half-year quota and double it, the full-year quota would exceed 5,000. It is good news all round!
The state government indicated at the start of this financial year that while the specific invitation scores still depend on supply and demand,they anticipate the minimum Subclass 190 Matrix score for this financial year to be 85 points and the minimum Subclass 491 score to be 65 points. The SBO channel’s invitation scores are also expected to remain at or below the overall average.
Looking at the quota situation, we believe these targets can be approached or met step by step — watch this space.
ACT State Nomination — Genuinely Worth Considering!

– Mechanical Engineer / Engineer Technologist / Engineering Professionals (nec)
– Massage Therapist
Hundreds of occupations are eligible — popular, common, and niche occupations alike can pursue ACT state nomination! And the occupation listis updated once per financial year, so prepare with confidence and don’t worry!
2. Consistent invitations and clear rules
Few state governments are as diligent as the ACT. In a typical last financial year, Matrix pre-invitations were issued every one to two weeks; this financial year two rounds have already been sent — well ahead of every other state.The ACT’s Matrix bonus-points structure is also well known for being fair and reasonable, with clear and explicit criteria for each requirement.
3. Small Business Owner (SBO) pathway — a direct route to Subclass 190, open to all eligible occupations.
The SBO programme is fundamentally still a state-nominated skilled migration pathway to PR via Subclass 190 or 491. Applicants must meet the basic requirements of the points-based skilled migration system.Compared with investor visas, the investment amount is modest and the process is simpler — no mandatory business or trading experience required. Compared with the standard state nomination pathway, the advantages area dedicated channel, less competition, no points race, no occupation restrictions, and preferential treatment by the state government.
Accounting professionals and IT applicants who cannot accumulate high points are especially well suited to the ACT SBO pathway — a low-score, efficient route to a Subclass 190 PR visa!

Why is this called an interim (interim) state nomination quota?
Because the newly elected Labor government will update the 2022–23 financial year budget in October, which may result in adjustments to the 160,000-visa grant quota.
The visa grant quota is the foundation for the state nomination quota — when the former’s skilled migration category increases, the latter generally follows. Since the overall visa grant quota is still subject to change,the total state nominationquota may also be adjusted, so the Department has first released a partial allocation to keep state governments adequately supplied for a period without disruption.
The relationship between interim quota and overall quota
Under normal circumstances, the interim quota is a portion of the overall quota.
For example (hypothetically only):ACT receives 2,720 interim nominations; the overall quota is later confirmed at 6,000— meaning they would have approximately 3,000+ additional nominations available. Of course the exact figure depends on how the state government uses its interim quota.
With the interim quota in place, state nomination applications can now fully get underway!
As of the time of writing,while other states have not yet confirmed their interim quota numbers as clearly as the ACT, we will continue to monitor and update.However,multiple state governments have indicated they have received their interim quotas and that the allocation is sufficient for this period.
Because all state governments can now act!
