More than four months into the 2022–23 financial year, the trend is clear: Australia has been visibly tilting its invitation rounds to favouroffshore applicantssince the start of this financial year.

Today we’ve compiled a summary — for offshore applicants — of the pathways that have bothactive policies and actual invitationsin place.

189

Invitations extended offshore, with priority in some cases

The Subclass 189 quota for this financial year has nearly doubled — jumping from an original allocation of 16,652 places straight up to 32,100 — one of the year’s pleasant surprises,and an even more welcome surprise is that the majority of invitations in the first three rounds went to offshore applicants,particularly forengineering and healthcare/teaching-related occupations, where offshore applicants can be invited with as few as 65 points!

For those overseas, civil engineering, mechanical engineering, engineering technicians, electronics engineering, and electrical engineering are all highly recommended. IT and accounting graduates are also encouraged to submit an EOI.

Subclass 189 has also made clear it will continue to give relative priority to offshore applicants in upcoming rounds, to quickly address labour shortages onshore.

State nomination offshore pathways —Every state and territory opened an offshore applicant pathway this financial year. The policies are all there — but there are real differences in how genuinely states are issuing invitations. Today we focus on a fewwith notably high follow-throughstates!

New South Wales

190 — several occupations worth prioritising

Both 190 and 491 are open for submission

Basic requirements:

– English equivalent to IELTS 4×6;

– Nominated occupation must appear on the NSW list and meet the relevant points and work experience requirements, with a skills assessment

– Subclass 190 applicants must have been residing overseas for at least 6 months; Subclass 491 requires 3 months

NSW 190 has issued four invitation rounds to date,giving offshore applicants ample opportunity— and not limited to finance occupations. A sample of those invited:

Financial investment advisers, engineering technicians, public relations professionals, human resources managers, and business services managers have all received invitations.

Victoria

Low submission threshold — invitations across a wide range of occupations

Victoria’s Subclass 190 this financial year is structured with minimal barriers overall,with no mandatory work experience or current employment required,although work experience will provide a significant competitive advantage of course.

Basic EOI requirements:

– English equivalent to IELTS 4×6;

– All skilled migration occupations are eligible; a skills assessment for the nominated occupation is required

Sample invitation data:Civil engineers, chemical engineers, environmental engineers, IT software engineers, programmers, marketing professionals, and graphic designershave all been seen receiving invitations.

Canberra (ACT)

Very high frequency — invitations every round

Both 190 and 491 are open for submission, though 190 requires a local employer offer — most roles in the capital are government-related, making this relatively difficult,so 491 is issued far more frequently. Roughly every 1–2 weeks a pre-invitation round is released, with each round giving offshore applicants hundreds of pre-invitations, mostly for 491

Engineering and construction, computing, accounting and finance, human resources, marketing, and design — virtually all occupations receive invitations each round as long as an EOI is submitted. The lowest matrix score required is just 65 points.

Northern Territory — MINT

Subclass 190 with any skilled migration occupation from 65 points

The MINT programme continues to remain open and has set up a dedicated channel for offshore applicants,Any migration occupation with a valid skills assessment is eligible to apply for Subclass 190 — accountants, computing professionals, contract administrators, customer service managers, marketing professionals, hotel managers, restaurant managers, human resources consultantsand more — we have had clients invited across all these occupations!

South Australia

Quietly delivering great results

South Australia this financial year has been quietly delivering great results — this state has consistently been one of the strongest supporters of offshore applicants in recent years,and in early November the state government released an announcement confirming it had already issued more than 1,100 nominations to offshore applicants for the financial year to date!

South Australia this financial year has opened the offshore pathway tonearly 500 occupations— once again covering common occupations across virtually every industry.Finance brokers and marketing professionals are among those offshore applicants should pay close attention to!
