1. PY validity period changed to four years from completion — those who received a Subclass 189 invitation last time may still have a path forward

Following last year’s unexpected rounds of Subclass 189 invitation releases, many invitees faced a major challenge: although their EOI had not expired,their Professional Year (PY), English, or skills assessment documents had already expired.Previously, the Migration Institute of Australia (MIA) had confirmed with the Department that the PY validity period was four years from the start of enrolment.


However, this week MIA re-confirmed with registered migration agents,advising that the Department has updated the PY validity period tofour years from the date of completion (complete).


This not only affects future prospective applicants, but also means thatif you received a Subclass 189 invitation in early December last year but did not lodge because your PY had expired, you may still have an opportunity — you are still within the 60-day lodgement window from the date of invitation.


While there is still an opportunity, time is extremely tight —only a few days remain. If you need assistance, please contact us as soon as possible!

2. Multiple Subclass 190/491 grants this week; Department updates processing times
This week we received a significant number of Subclass 190/491/189 grant notifications. Detailed data is in the summary section below. The key trends are:

189Most grants remain for applications lodged in October in the top-performing occupations. We have alsoseen isolated grants in other occupations such as engineering, with some applicants from the same invitation round receiving their grants.

The Department of Home Affairs websitehas also updated its reference processing times (based on statistics from applications that have recently been granted):

Subclass 189: 50% processed within 83 days;

Subclass 190: 50% processed within 7 months

491 50% processed within 19 months

Subclass 887: 50% processed within 24 months

Global Talent visa (GTI): 50% processed within 81 days

Subclass 482 (Mid-Stream to Transition): 50% processed within 20 days; nominations: 50% within 5 days

Subclass 186 (Direct Entry): 50% processed within 4 months

We again emphasise that the Department’s reference times can be somewhat misleading. The Subclass 189 figure looks fast because recent processing has been concentrated on the top-demand occupations — in reality, most other occupations are still waiting.

A special note on student visas this week:Student visa processing — both onshore and offshore — is moving quite quickly. Waiting up to 3 months is normal.The Department’s reference processing times are:

Higher education courses: 50% completed within 23 days; offshore applications are prioritised — the December median wait was 12 days.

Vocational training courses: 50% completed within 3 months; offshore applications are prioritised — the December median wait was 26 days.

Master’s by research courses: 50% completed within 4 months; the December median wait was 16 days.

3. Parent migration quota remains sufficient for this financial year

The most closely watched stream — the Subclass 143 Contributory Parent visa — is currently requesting additional documents from applicants who lodged around mid-April 2017, with grants reaching January–February 2017 lodgements. Processing of Subclass 143 has picked up pace this financial year. With the financial year past the halfway mark, some are concerned about whether the quota is running low. We retrieved the grant data up to 31 December 2022:

In the first six months of this financial year, the Department granted 460 non-contributory (queue) parent visas and 3,233 contributory parent visas.


The quota remains sufficient. However, because many additional document requests were sent in recent months,many applicants who have completed their additional documents are now waiting 1–2 months to receive the second instalment payment notice — somewhat slower than before.

4. VETASSESS urgent assessment places increased to 55 per day; Tasmania threshold drops to 5 Orange Attributes
In response to overwhelming demand,VETASSESSannounced this Friday thatthe number of daily urgent assessment places has increased to 55 — up from an initial 10 per day. VETASSESS has been responsive and flexible in adapting to demand.Urgent assessments are typically completed within ten business days,while standard assessments take 3–4 months. We encourage everyone to act promptly — regardless of your occupation, securing a skills assessment is the first step that opens multiple migration pathways.

This Friday afternoon,Tasmaniaalso issued pre-invitations (see the summary below for details) — in considerable numbers, and with a lower threshold:the threshold has dropped to 5 Orange Attributes to be eligible for an invitation.The official website has also been updated, noting thatstate nomination applications lodged before 5 January 2023 are now being processed(i.e., formal applications lodged after receiving a pre-invitation).
