From 2023

/ More favourable policy changes

For those seeking Hong Kong residency through the Quality Migrant Admission Scheme, 2023 brings a range of new, more favourable changes:
– The annual quota for QMAS applications has been removed for two years — no cap in 2023–2024;
– An electronic visa service has been launched for the QMAS;
– The initial visa stay has been extended from 2 to 3 years, with renewals on a 3+3+2 basis;
– The Comprehensive Points Test has been updated — a new bonus of 20 points for top-tier company employment has been added, bringing the total to 245 points;
– The approval process has been streamlined with shorter processing times and regular publication of selection results;
– Same-sex partner applications are now accepted, subject to documentation from a jurisdiction where the union is legally recognised.

Which criteria improve your approval chances?

① Higher academic qualifications
The higher your qualifications, the higher your score — postgraduate (master’s or above) is ideal;

② Graduated from a world top-100 university
Graduates of top-100 ranked universities can earn an additional 30 points compared to applicants from non-ranked institutions with equivalent qualifications!

③ Employed by a top-tier or multinational company
At least 3 years of experience with a multinational or reputable company — such as a listed company or one featured in the Forbes Global 2000, Fortune 500, or Hurun China 500 — earns an additional 20 points!

④ At least two years of overseas work experience
Applicants with at least two years of international work experience can earn an additional 15 points. For Mainland applicants, work experience in Hong Kong, Macao, and Taiwan also qualifies as international experience.

⑤ Senior management experience adds points
Candidates who have held senior management positions — particularly those with technical or R&D capabilities, supported by a well-documented professional background — can also earn additional points.

⑥ Working in a high-demand, shortage, or emerging industry in Hong Kong
Applicants with outstanding professional skills and extensive industry experience whose profession falls within the 13 Talent List scoring categories can earn an additional 30 points under the Comprehensive Points Test — subject to review by the Immigration Department.

– Overseas Chinese joint examination: children with Hong Kong residency can sit the Overseas Chinese Joint Examination, gaining access to 985/211 universities on the Mainland
– Age 65+ living allowance: the Hong Kong Social Welfare Department’s “Guangdong Scheme” and “Fujian Scheme” allow eligible Hong Kong elderly residents aged 65 or above who choose to retire in Guangdong or Fujian to receive their allowance without returning to Hong Kong each year.
