2023 Offshore State Migration Pathways for Australia! Both Subclass 190 and 491 Open! Opportunities Across Popular Occupations!


The new financial year brings excellent news for Australian migration. With a significant labour shortage across Australia, policy settings are tilting ever more favourably towards offshore applicants.

Whether you have never been to Australia and want PR in one step, or you studied in Australia, returned home to build your career, and now wish to live in Australia again — this financial year and the next are botha prime time to migrate

Current Offshore Pathways by State

NSW

NSW

At present, both Subclass 190 and Subclass 491 in NSW are open to offshore applications.
– An offshore Subclass 190 application requires you to be living outside Australia and to have lived there continuously for more than six months. 
– An offshore Subclass 491 application requires you to be living outside Australia and to have lived there continuously for more than three months.

NSW’s Subclass 190 quota for this financial year is almost exhausted, but NSW still has the most plentiful Subclass 491 allocation of any state, so make sure to lodge before the year ends. Popular occupations such as engineering, IT, finance, marketing and management can also receive invitations at lower point scores!

VIC

Based on earlier data, VIC issues 30% of its invitations to offshore applicants, and both Subclass 190 and Subclass 491 are open to offshore applications.
Last month it also announced its latest eligibility criteria, easing the income-level requirement for offshore applicants.

VIC has now paused new ROI submissions for the 2022-23 financial year as of 5 May. If you’re planning to apply to VIC, get your skills assessment ready now and lodge your ROI as soon as the next financial year opens — the earlier you enter the pool, the greater your chance of being picked!

WA

WA was the first to announce the migration allocation it will request from the federal government for the next financial year, increasing it to 10,000 places. If approved, that would be roughly a 20% increase on this year’s allocation of around 8,000. The focus is on attracting construction-industry talent, with 34 new construction-related occupations added to the occupation list!

WA also announced it will build a brand-new system to help offshore applicants find suitable employers. With offshore applicants given the same invitation priority as applicants in other states, this is undoubtedly especially good news for those applying from overseas!

QLD

According to QLD’s latest state-nomination data, 3,000 state-nomination places have been issued, using only 60% of the total allocation so far, with 20% of invitations going to offshore applicants. Around 1,000 places remain for each of Subclass 190 and Subclass 491, leaving roughly 2,000 places combined across both over the final two months!

QLD’s allocation is still very generous. With this financial year drawing to a close, will QLD open the floodgates? Let’s wait and see!

TAS

At present the only pathway the TAS state government offers offshore applicants is Subclass 491, with an approval rate of nearly 90%. However, if an offshore applicant works in a health or medical-related occupation and secures a job offer in TAS relevant to their nominated occupation (the employer must have operated in TAS for more than 12 months), the TAS state government will grant a one-step Subclass 190 directly!

ACT

At the end of April, ACT announced its latest policy, adding 128 occupations and lowering the requirements for offshore applicants.
Offshore applicants applying for the Subclass 491 and Subclass 190 visas now have no work requirement.
– For Subclass 491, the work-experience requirement in the nominated occupation is reduced to 1 year, and the language requirement is lowered to 6 across all four bands.
– Subclass 190 does not require a job offer in the nominated occupation, but you still need 3 years of work experience within the past 5 years.
