TAS May Seminar | Minor State-Nomination Policy Tweaks for the New Financial Year! Ample Quotas at Year-End — and Processing Now Down to One Week!


On the morning of 24 May, the Tasmanian (TAS) Government held its scheduled online seminar. This session mainly covered quota usage, processing times, application tips and the state-nomination arrangements for the new financial year. The key takeaways are recapped below:

Subclass 190 and 491 quota usage this financial year
The total quotas for Subclass 190 and 491 this financial year are 4,250 (Subclass 190 quota: 2,150 and Subclass 491 quota: 2,100),

As at 24 May 2023:
Subclass 190/491 total quota: 4,250; used: 3,725; remaining: 525
190 total quota: 2,150; quota used: 1,892; remaining: 258
of which, Active ROIs: 313 
applications under assessment (including invitations issued but not yet accepted): 230
491 total quota: 2,100; quota used: 1,834; remaining: 266
of which, Active ROIs: 257

With just 1 month left until the end of this financial year, quotas are relatively ample and state-nomination invitations are trending towards a generous release. The State Government has kept its promise: it will not close the ROI application channel and will continue issuing invitations until the quotas are exhausted, and it reiterated that newly lodged applications will be assessed within one week (except for particularly complex cases).

Our tip: eligible applicants still have time to prepare their documents and lodge an ROI — go for it and seize this year-end “open the floodgates” opportunity. In addition, if there are applications still being processed from this financial year, the State Government will continue assessing them and use the new financial year’s quota to issue nominations to competitive applicants.







The “Orange Channel” ROI invitation mechanism revealed

State official Martin revealed at the seminar that among Orange Channel applicants holding the same Priority Attributes, pre-invitations are issued at random!! 

In other words, within the Orange Channel, whether an applicant with the same number of Priority Attributes ” gets picked” comes down to luck. The assessment requirements are gradually being relaxed, and the State Government has made clear it will do its utmost to issue invitations — so if you haven’t ” made it ashore” yet, please be patient.

A preview of the minor 2023-24 state-nomination policy tweaks and assessment arrangements

The State Government has given an early preview of the state-nomination assessment arrangements for the new 2023-2024 financial year:

  • – ROI applications will continue to be accepted until the end of June 2023

  • – Due to system maintenance, ROI applications may be briefly closed at the start of the new financial year (early July)

  • – It hopes to receive the new quota from the Federal Government on 1 July 2023 and begin a new round of assessments

  • – No major policy changes are expected in the new financial year, but the State Government will make minor tweaks to the Priority Attributes 

  • – Applicants who have already lodged in this financial year will not be affected by the new financial year’s policy


Q&A

1. Q: Can you push the State Government to fast-track your application and issue an invitation on the grounds that your “visa is expiring”?

A: It does not accept any chasing-up on the grounds of a “visa expiring”.


2. Q: If you have received a Subclass 491 state nomination, can you lodge again and obtain a Subclass 190 state nomination?

A: If an applicant has received a Subclass 491 state nomination and has lodged the Subclass 491 visa but it has not yet been granted, the state official made clear that a further nomination will not be issued.

If an applicant has received a Subclass 491 state nomination but has not lodged the Subclass 491 visa, and meets the eligibility criteria for Subclass 190 state nomination, the State Government will consider nominating again.
