A Treasured Roundup! These Are the Skilled Occupations Most Overseas Applicants Can Apply For — Last Financial Year You Only Needed 50–70 Points to Be Invited!

Hello everyone, I’m Michael. Today is the first working day of Australia’s 2023–24 financial year. The Australian financial year runs from 1 July to 30 June the following year. For those who have already completed their skills assessment and obtained their English test results, this is an eagerly awaited time, because the states are about to open and begin issuing invitations for the new financial year.The quotas and individual state policies have not yet been announced, and we’d like to wish every applicant a smooth invitation in the new 2023-2024 financial year.

Next, I’ll introduce the most overseas applicantscan apply for, skilled occupations,and in this financial year (2022-2023) they were all awarded a Subclass 190 state-nominated invitation on low points. In addition, many applicants who only met the pool score of 65 points were granted a Subclass 491 provisional-residency invitation.

Types of Australian state-nomination visas / Subclass 190 / Subclass 491 to 191

First, let’s run through the types of state-nominated skilled migration visas.Australia has six states and two territories, and each state has its own Subclass 190 and Subclass 491 nomination policy.

The Subclass 190 is a permanent-residency visa, so applicants can secure PR in a single step;
the Subclass 491 is a 5-year provisional-residency visa, and once granted you need to meet a 3-year residence requirement in Australia to convert to a Subclass 191 PR visa.

190——
If the applicant has always lived and worked in China and has no Australian study background,the applicant can use their domestic work experience and qualifications to meet the state-nomination criteria and then apply for the Subclass 190 PR visa directly from offshore.Alternatively, those who have come to Australia to study and completed their qualification likewise need to meet their state’s criteria and can apply for the Subclass 190 visa from within Australia.Whether offshore or onshore, applying for the Subclass 190 secures Australian permanent residency in a single step.The EOI pool score needed for the Subclass 190 is 60+5 points, that is, the applicant’s own score (hereafter “base score”) reaches 60 points, and when the Subclass 190 EOI is lodged the system automatically adds an extra 5 points.

491——
The Subclass 491 provisional-residency visa application is the same as above; you can apply once you meet the criteria offshore or onshore, and the EOI score is 50+15 points, that is, the applicant’s base score reaches 50 points, and when applying for the Subclass 491 an automatic 15 points is added, so a total of 65 points allows lodgement.

Skilled occupations that were especially easy to be invited in FY22-23
Next, let’s look at this financial year’s most representative 10 skilled occupations that secured Subclass 190 state nomination on low points:
1.Financial Investment Adviser  EOI invitation 70+5
2.Financial Investment Manager  EOI invitation 70+5
3.Human Resource Manager  EOI invitation 75+5
4.Research and Development Manager   EOI invitation 60+5
5.Private Tutor EOI invitation 70+5
6.Public Relations Professional EOI invitation 70+5
7.Marketing Specialist  EOI invitation 70+5
8.Organisation and Methods Analyst EOI invitation 70+5
9.Conference and Event Organiser  EOI invitation 70+5
10.Graphic Designer  EOI invitation 60+5

This financial year we also had many success stories of Subclass 491 provisional-residency invitations:
Motor Mechanic, Property Manager, Advertising Specialist, Systems Analyst, Print Journalist, Agricultural Consultant, Marketing Specialist, Project Administrator, Contract Administrator, University Lecturer, Mechanical Engineer, Mathematician, Environmental Consultant and more — all of these occupations 50+15received Subclass 491 state-nomination invitations.
The new July financial year also brought major good news for the Subclass 491 provisional-residency visa: the Subclass 491 has removed the income requirement for converting to PR, so once an applicant meets the 3-year residence requirement they can lodge an application to convert to the Subclass 191 PR visa..

To apply / you first need a skills assessment

A skills assessment is essential for applying for Australia’s points-based skilled migration (Subclass 189/190/491), no matter the occupation and no matter where in the world you lodge.Only with a skills assessment and four 6s in English do you reach the stage of calculating your EOI score.

You might then ask: is a skills assessment hard to obtain?
The skills assessments for Australia’s several hundred occupations may look complex, but they all come down to assessing your qualifications and work experience, with some also having English requirements.
Below are some of the skills assessment applications I’ve handled — they cover all of the low-points occupations you saw above. You’re welcome to bring me your resume for an assessment.

To be invited / your EOI score needs to be high enough

You might then ask again: if I’ve never studied or lived in Australia, is it hard to reach 50/60 points?

Let me set out some common point combinations for overseas applicants
For offshore applicants meeting the Subclass 491’s 50+15 points, we generally just need the base score to reach 50 points; when you lodge the EOI and select the Subclass 491 the system automatically adds 15 points, and reaching a base score of 50 points is relatively easy:

If aged 33-39
for example, the 33-39 age band is worth 25 points, a bachelor’s degree or higher (other than a doctorate) is 15 points, and 5-7 years of recognised work experience adds 10 points, which brings you to a base score of 50 points.

If aged 25-32
If the applicant is aged 25-32 that is worth 30 points; a bachelor’s degree is 15 points, and 3-4 years of recognised work experience is 5 points. Or, with no points for work experience, there are three ways to reach a base score of 50 points:
First, the applicant is single, which adds an extra 10 points, giving a Subclass 491 base score of 55-60 points;
Second, if the applicant is married and the partner does not provide any points, and there is no 5-point credit for recognised work experience, the primary applicant scores four 7s in English for an extra 10 points, giving a Subclass 491 base score of 55 points;
Third, if the primary applicant cannot achieve four 7s and has no work-experience points, the partner needs to score four 6s for an extra 5 points, giving a final Subclass 491 base score of 50 points.

If aged 40-44
The age points are 15, a bachelor’s degree is 15 points, and 8 or more years of recognised work experience earns the full 15 points; if the primary applicant is single this meets the Subclass 491 lodgement score of 55 points; if the primary applicant is married, they need to satisfy either one of the following two point options to reach the Subclass 491 pool score:
① The primary applicant needs to score four 7s in English, giving a Subclass 491 base score of 55 points, which meets the lodgement requirement.
② If the primary applicant cannot achieve four 7s in English, the partner needs to complete a skills assessment and also score four 6s in English, which gives the primary applicant an extra 10 points and meets the Subclass 491 lodgement score.

Finally, a reminder to everyone: with migration, the earlier the better. In particular, the first step of skilled migration — the skills assessment — should be prepared as early as possible. Skilled migration policy will continue to be favourable in the new 2023-2024 financial year, and we hope everyone can seize the right moment to lodge and reach safe harbour soon.
