Subclass 491 to 191 Finally Confirmed With Multiple Grants — Here’s the Summary! Take a Look at the Popular Offshore 491 Pathways!?


This week finally brought confirmed news that Subclass 191 grants have begun.Regular followers will know that a single grant in late July drew nationwide attention, but as it was the only one at the time, the buzz soon died down. This week, another grant came through on 8 August, and just as people were again questioning whether it was genuine, multiple Subclass 191 grants followed — some lodged by individuals and some lodged by agents.

Below is the Subclass 191 grant data we have gathered from across the web so far (Hong Kong Stream excluded):

In June, the Department of Home Affairs confirmed that the Subclass 491-to-191 transition no longer has an income requirement

The current requirements for moving from Subclass 491 to 191 are:
– Hold a Subclass 491 visa for at least three years
– Provide a Notice of Assessment (NOA) for three relevant income years
– Comply with the Subclass 491 visa conditions while onshore
[Settle in a regional area; work or study in a regional area (if applicable); notify the Department of any change of address, work address or contact details within 14 days, and so on]

This means the requirements for moving from Subclass 491 to PR have dropped significantly — and the biggest worry for offshore applicants is now gone — which has caused the popularity of the Subclass 491 to surge.
Below are the more popular Subclass 491 pathways from the last financial year
This financial year’s policies have not yet been announced or confirmed apart from Canberra, so the following is for reference only

NSW Subclass 491 — very friendly to both offshore and onshore applicants
– English at four 6s
– EOI score of 65 points
– Occupation on the list, with a skills assessment
Can lodge with no work experience requirement
Last financial year the invitation scores were very low — popular occupations such as ICT, engineering, finance, project management, event management and chefs had a chance of an invitation with just 50-60 points

NT Subclass 491 — better suited to offshore applicants
– English at a minimum of four 6s (PTE accepted)
– EOI score of 65 points
– Settled offshore
– Occupation on the list, with a skills assessment
– At least one year of relevant work experience in the nominated occupation
You can apply via the priority occupation stream(priority occupations include: accounting and various ICT and engineering roles, conference and event organisers/contract administrators, design, and vocational education teachers), the regional family stream, and the job offer stream (all occupations on the federal migration lists are eligible)

Canberra offshore Subclass 491 — better suited to offshore applicants (confirmed to remain in place this financial year)
– English at four 6s
– EOI score of 65 points
– One year of work experience in the nominated occupation
– Occupation on the list, with a skills assessment
Canberra uses a matrix scoring system; you only need to reach 50 points on the EOI, and the Matrix scores for the offshore Subclass 491 are very low — invitations have been issued at 50-65 points.So far this financial year, the Canberra offshore Subclass 491 is still inviting at low scores.

WA Subclass 491 — better suited to those moving to Western Australia 
– English at four 6s
– EOI score of 65 points
– No job offer required
– Occupation on the list, with a skills assessment
WA invitation EOI scores are also very low — for most occupations this financial year, 65-80 points has usually been enough; however, for applicants who did not graduate locally, WA favours those who have already moved into the state

SA Subclass 491 — suited to offshore applicants
1. Standard stream
Applicants are selected on work experience, English ability and EOI score
2. Highly Skilled and Talented stream
– EOI 65 points
– English at four 7s
– Annual salary of $80,000 and at least 30 hours of work per week
– Evidence of a senior or executive role at an internationally recognised company or a multinational operating in South Australia, or highly sought-after skills and experience in South Australia’s critical priority sectors
