4. Well-known think tanks are concerned about the difficulty for graduates studying abroad to find jobs and transfer to PR, and suggest tightening 485?

The Grattan Institute, a well-known Australian think tank, announced this week the results of a survey on overseas graduates’ job search and permanent residence, and also gave a number of suggestions.
The report points out that the problems faced by graduates studying abroad include:

1. The number of overseas graduates holding 485 will increase.

2. Graduates studying abroad lag behind local graduates in terms of income level, proportion of full-time jobs, and job skills.The median income of overseas graduates in 2021 is 53,300 AUDs, lower than the income of locals aged 20-29 with at least a bachelor’s degree (64,400 AUDs)

3、Holding a temporary visa (485) is one of the main reasons why employers are reluctant to hire overseas graduates.Because they are not sure whether they can stay for a long time in the future, the success rate is too high if they are sponsored by the employer, and they are not familiar with 485 and can work full-time. At the same time, there is also the problem that the skills and level of the visa holders are not up to standard.

4、The cycle for overseas graduates to transfer to PR is getting longer and longer, and more people need to transfer back to their study permit after their 485 expires.

Therefore the agency recommends：

–Cancel the policy that you can now obtain a visa extension based on your major and academic level

–485 extension requires high salary. Only those who can find a full-time job and have an annual income of more than 70,000 can get a 2-year extension.

-You cannot apply for 485 if you are over 35 years old

-Increase the language requirements for applying for 485

–Allows employers to sponsor 485 visa holders in all positions to apply for TSS, the requirement is that the annual salary exceeds 70,000

– Allows 485 visa holders whose employers can sponsor all positions to apply for 186 employer-sponsored permanent residence. The requirement is that the annual salary exceeds 85,000

– Merge 189/491/494 into a unified common skilled immigrant visa category

The migration reforms that this think tank has long proposed are relatively idealistic, 485 has just been significantly relaxed, and the government is now busy with various reforms such as employer guarantees and study permits. It should not return to 485 in the short term.In addition, as the first step for visa for overseas graduates, the above suggestions are too high and even reach the level of skilled immigrants.Most suggestions should have a low probability of being adopted.
